Abstract

In the past two decades, democratically elected executives across the world have used their popularity to push for legislation that, over time, destroys systems of checks and balances, hinders free and fair elections, and undermines political rights and civil liberties. Using and abusing institutions and institutional reform, some executives have transformed their countries' democracies into competitive authoritarian regimes. Others, however, have failed to erode democracy. What explains these different outcomes? Resisting Backsliding answers this question. With a focus on the cases of Hugo Chávez in Venezuela and Alvaro Uribe in Colombia, the book shows that the strategies and goals of the opposition are key to understanding why some executives successfully erode democracy and others do not. By highlighting the role of the opposition, this book emphasizes the importance of agency for understanding democratic backsliding and shows that even weak oppositions can defeat strong potential autocrats.

Abstract

"Giovanna Montenegro investigates one of the strangest and often-ignored episodes in the conquest and colonization of the Americas--the governance of the Province of Venezuela by the Welsers, a German banking family from Augsburg, in the sixteenth century. Using a comparative and interdisciplinary approach, the book chronicles the Welsers' business expansion beyond banking to colonization and the slave trade in the Spanish Indies and the eventual failure of the colony. Montenegro follows the money that financed the Habsburg empire, tackling a multifaceted, multilingual corpus of primary documents. She examines numerous legal documents, from contracts granting colonization and slave trade rights (capitulaciones, asientos) to complex financial transactions (interests, exchange rates). She also analyzes maps, literary texts, and various chronicles and poems of the period. The book examines a history of violence perpetrated upon enslaved Indigenous and African people, but it is also the story of how different generations across the Atlantic, up to Nazi Germany in the twentieth century, have remembered and recalled this Welser period of governance in Venezuela to serve other social and political purposes. Montenegro positions her research in relation to current critical discussion on inequality, slavery, White supremacy, and neoconservative nationalist movements in contemporary Latin America and Germany. German Conquistadors in Venezuela is a stimulating read. The book will appeal to Latin Americanists, Germanists, early modernists, and scholars and students interested in postcolonial studies, cultural studies, and memory studies"--

Abstract

This monograph studies the development of Venezuelan theater in the 70s, characterized by psychological, physical as well as verbal violence and cruelty. Throughout the decade, violence pervaded not only drama, but every sphere of social, political and cultural life in Venezuela. While these dramaturgies of violence disrupted the aesthetic field in many ways, they also interpreted the development of Venezuelan society.

Abstract

"Since the end of World War II, the United States has come to dominate the world economically and politically, leading many to describe the United States as an empire. Scholars have analyzed how the US government has worked through international financial institutions, its Central Intelligence Agency, and outright warfare to achieve its will. In this book, Timothy M. Gill spotlights how the US government also worked through democracy promotion to undermine governments abroad, including in Venezuela. President Hugo Chávez, who ruled from 1999 until his death in 2013, was among the democratically elected Latin American state leaders who embraced socialism and challenged the idea of US global power. Gill shows how US government agencies funded and trained opposition parties and activists, and how such intervention often was justified in neocolonial and racist terms. Through analysis of documents obtained through Freedom of Information Act requests, embassy cables, and interviews with US government and Venezuelan nonprofit members, Gill details such operations and the imperial thinking behind them." -- Publisher's description.

Abstract

Constitutional law in Latin America embodies a mosaic of national histories, political experiments, and institutional transitions. No matter how distinctive these histories and transitions might be, there are still commonalities that transcend the mere geographical contiguity of these countries. 0This Handbook depicts the constitutional landscape of Latin America by shedding light on its most important differences and affinities, qualities and drawbacks, and by assessing its overall standing in the global enterprise of democratic constitutionalism. It engages with substantive and methodological conundrums of comparative constitutional law in the region, drawing meaningful comparisons between constitutional traditions. The volume is divided into two main parts. Part I focuses on0exploring the constitutions for seventeen jurisdictions, offering a comprehensive country-by-country critique of the historical foundations, institutional architecture, and rights-based substantive identity of each constitution. Part II presents comparative analyses on the most controversial constitutional topics of the region, exploring central concepts in institutions and rights.0The Oxford Handbook of Constitutional Law in Latin America is an essential resource for scholars and students of comparative constitutional law, and Latin American politics and history Written by leading experts, it comprehensively examines constitutions, controversies, institutions, and constitutional rights in Latin America.

Abstract

a+u’s June issue is dedicated to the Incidental Space series by Swiss architect Christian Kerez. The result of intense investigations, Incidental Space follows Kerez’s attempts to gauge the potential of ornamental space as a generative device, to seek further liberations and precision in thinking about and defining space. Concepts such as narrative space, fluid space, and atomized space are anthologized here in one of Kerez’s 2 essays. In the other essay, Kerez documents and reflects on his experiences in Baroque architect Francesco Borromini’s canonical buildings, translating them “from the medium of architecture into the medium of language.” Unusually for a+u, only 6 projects, 3 built and 3 unbuilt, are featured in this issue. Sketches, drawings, and models exhaustively archive the design process of each project, from the testing of concepts to the final form and spatial experience. Projects are never linear in Kerez’s disciplinary interrogation of architecture but rather take the form of research and experimentations. Together these projects underscore how spaces can be created – not merely found, but made with rigor – in the caprices of incident.
