War has come back in Europe, and NATO stands at the forefront of the response to Russia's aggression of Ukraine. But how does NATO function? How do NATO member states perceive and act through the Atlantic Alliance? And, in the end, how do states shape NATO's cohesion and relevance in the face of threats? The Nations of NATO is concerned with national policies within the Atlantic Alliance. It examines the foreign policies of sixteen allies, looking inter alia at their strategic cultures, relationship with the United States, contributions to NATO operations, levels of defence spending, domestic challenges, and decision-making processes. The recent Ukraine crisis has not doubt reinvigorated NATO as a military alliance. Yet, over the past decade, the Alliance has also been affected by a number of challenges, both endogenous and exogenous. Whether the Alliance is threatened from the outside (Russia, terrorism, China) or is being undermined from within (intra-Alliance politics, diverging threat perceptions) has become an increasingly debated issue. Overseas military bases have been the bedrock of the United States' ability to project military power, exert political influence and deter potential adversaries since the Second World War. But fatigue with America's forever wars', as well as more nuanced financial and strategic reasons, has inclined the public and policy community to favour reducing US global military activities and overseas presence. In this Adelphi book, Jonathan Stevenson argues that this desire does not necessarily translate into sound strategy. Overseas bases are a key element of the reassurance required to resurrect and bolster America's reputation among its allies and adversaries. Meanwhile, strategic imperatives and geopolitical realities impose restraints in every theatre. The fluidity prevailing in the Middle East and Indo-Pacific counsels maintaining forward-deployed forces there at roughly the current level. Russia's confrontational posture towards NATO and invasion of Ukraine, as well as NATO's short- and medium-term reliance on US capabilities, require the American presence in Europe to increase and expand eastward. The US should not commit itself to a foreign policy that is heavy on forward-deployed military power and light on diplomacy. But paradoxically, reducing forward military presence may not be consistent with a policy that is less focused on military power as a means of achieving stability and security.

Rise of the Mavericks traces the beginnings and subsequent development of the U.S. Air Force Security Service. Established in 1948 as part of the emerging U.S. national security apparatus, this communications intelligence organization was meant to place the fledgling U.S. Air Force on a competitive footing with its Army and Navy counterparts. As World War II ended and the Cold War began, Air Force leaders understood that an effective cryptologic capability would be crucial for maintaining and enhancing the Air Force as a strategic and decisive component of America's national defense. Successfully deploying air-atomic strategy in the event of a future war would require reliable information on the capabilities, intentions-and potential targets-of an opposing force, in particular the Soviet Union. Communications intelligence would be a critical source of this information, and Air Force leaders were adamant that their service not remain dependent on other service structures for this capability. The Air Force Security Service rose to the occasion, quickly establishing itself as one of the preeminent communications intelligence agencies in the United States. Rise of the Mavericks fills the gap in the military and intelligence history literature and further complicates the literature surrounding the history of the NSA, which too often ignores or hastily addresses the contributions and role of the service COMINT agencies during the early Cold War period. The book explains how Air Force Security Service personnel were viewed as mavericks by other U.S. military and government organizations. The airmen lived up to this characterization by creating and developing an independent communications intelligence capability while persistently resisting the controlling efforts of the Armed Forces Security Agency and the National Security Agency.

In this magisterial and pathbreaking work, Csaba Békés shares decades of his research to provide a sweeping examination of Hungary's international relations with both the Soviet bloc and the West from the end of World War II to the dissolution of the Soviet Union in 1991. Unlike many studies of the global Cold War that focus on East-West relationships--often from the vantage point of the West--Békés grounds his work in the East, drawing on little-used, non-English sources. As such, he offers a new and sweeping Cold War narrative using Hungary as a case study, demonstrating that the East-Central European states have played a much more important role in shaping both the Soviet bloc's overall policy and the East-West relationship than previously assumed. Similarly, he shows how the relationship between Moscow and its allies, as well as among the bloc countries, was much more complex than it appeared to most observers in the East and the West alike.
