Abstract

This book presents a fresh and original contribution to the debate on the policies and technologies needed to achieve a Greener Defence. It provides an overall and comprehensive analysis of the current state and future prospects of the public and private discourse on the matter, by leveraging on four different and complementary perspectives: the national experiences of relevant NATO Member States and Partner Countries, the institutional framework of International Organizations, the role of industry and private companies and the intellectual contribution of research centers and academia. Abstract

This book explores types of disruptions in defence and security, ways to assess disruptions triggered by technological advancements or the lack of legal frameworks; the consequent delays or disruptions to making decisions, creative idea generation and finally the innovative pathways to counter such disruptions. What do disruption, ideation and innovation have in common? How do disruptions, ideas and innovation coexist within defence and security? They all influence and impact decision-making. Disruptions drive decision-making. Ideation raises solutions to resolve the disruptions and innovation brings ideas into life. While disruptions may be common place in the business world, where disruptive technologies displace pre-existing ones; they are less prevalent in defence, even less so within the realm of security. For the last 10 years, there has been talk of disruptive technologies and even adoption of terms such as emerging and disruptive technologies by the largest military alliance-NATO, yet the means to assess these remain elusive. It offers researchers opportunities to assess different types of disruptions, ideate and innovate on scientific grounds to counter disruptions, thereby bolstering the defence and security community's ability to make decisions better. .

Abstract

This book is a collection of essays that explore commonalities and contrasts between strategy in armed conflict and strategy in public health, disciplines linked by the devastating consequences of strategic failure. The formal sections use the asymptotic limit theorems of information and control theories to study strategy as an exchange of messages between adversaries, in the context of underlying power relations. The 'messages' to be exchanged are constructed from an 'alphabet' of tactics available to each contender, in a large sense. The formal development is interspersed with a number of case histories from this perspective, ranging across agribusiness-generated pandemics, through tuberculosis and COVID-19. The final chapter attempts a strategic synthesis applicable more specifically to public health than to the remarkably - and disturbingly - close parallel of armed conflict. Taking a unique approach to public health tactics and strategy this volume will be of interest to social epidemiologists, public health economists, public policy scientists, as well as public health researchers and practitioners.

Abstract

This book presents a comprehensive overview of Ukraine's nuclear history, beginning from its experiences within the Russian Empire in the early 20th century, through the Soviet period, to the emergence of Ukraine as an independent state that inherited the world's third-largest nuclear arsenal. The book discusses the development of the nuclear infrastructure on Ukrainian soil and offers a rich and nuanced background of how Ukraine became an important and integrated part of the Soviet nuclear infrastructure. It further analyzes Ukraine's nuclear disarmament based on extensive primary source material and places the Ukrainian nuclear reversal process in a larger international political context where Russia´s, the United States, and other players´ actions are interpreted in the light of the impact on the current nuclear non-proliferation regime. Finally, the book presents the nuclear-related development after the nuclear disarmament. It describes the integration of Ukraine into the international community and the role of nuclear power in the energy mix of the nation today. Concluding, Ukraine´s adaptation to the new security situation after the Russian annexation of Crimea is described and discussed. Abstract

Looking at a variety of armament sectors, the book examines how Artificial Intelligence (AI) impacts the fields of armament and arms control, how existing arms control measures will be affected by AI, and what new approaches based on AI have been or are currently developed. The significant increase in computing power, the increasing reliance on software, and the advent of (narrow) AI and deep-learning algorithms all have the potential to lead to disruptive changes for military operations and warfare, rendering many classical arms control instruments less effective, or even useless. On the other hand, AI might lead to completely new arms control approaches, raising the effectiveness and reliability of new verification measures. To provide a common understanding, the book starts by presenting a general introduction to the state of the art in artificial intelligence and arms control, and how the two topics are interrelated. The second part of the book looks at examples from various fields of weapon technology, including weapons of mass destruction (WMD), conventional armament, and emerging technologies. The final section offers a cross-cutting perspective based on the examples presented in the second part. Abstract

The purpose of this book is to introduce readers to INDOPACOM, which is responsible for U.S. military operations in a region covering approximately 50 percent of the Earth from the Pacific Ocean to the Indian Ocean. INDOPACOM has not received much attention in Japan compared to USFJ or the US Seventh Fleet. This book shines a spotlight on INDOPACOM in an effort to promote an understanding of its various aspects. The mission of INDOPACOM is to protect U.S. territory, people, and national interests. However, it also includes protection of the countries within its geographic scope that are U.S. allies and security partners. INDOPACOM and its precursor Pacific Command, established in 1947, have always been major contributors to the peace and safety of Japan in the post-World War II era. In view of the importance of U.S. interests in Northeast Asia, the region also has two Sub-Unified Combatant Commands called United States Forces Japan (USFJ) and United States Forces Korea (USFK). Each of these organizations strives to strengthen the relationship with the Japan Self-Defense Forces and the Republic of Korea armed forces. Together, the United States, Japan and our partners around the globe will continue to safeguard the rules-based security order that has underpinned peace and prosperity for decades.

Abstract

This book tells the story of Agent Orange, its usage and the policies that surround it. Agent Orange contains a contaminant known as TCDD. It was the most widely used defoliant from 1965 - 1970 and became one of three major tactical herbicides used in Vietnam. More than 45 major health studies were conducted with Vietnam veterans from the United States, Australia, New Zealand, and Korea seeking a relationship between veterans' health and TCDD. Allegations of birth defects in the families of Vietnam veterans and the Vietnamese represented a case study in propaganda and deliberate misinformation by the government of Vietnam. The Policies of the US Government implemented by Congress and the Department of Veterans Affairs (DVA) identified 17 recognized associated presumptive diseases that failed the tests of "cause and effect" and common sense. This book tells the story of Agent Orange, its usage, the health studies and those policies from a diverse range of perspectives, delving into science, statistics, history, policy and ethics. It is of interest to scholars engaged in history, political and social philosophy and ethics.

Abstract

This book examines the recent changes in strategic stability, caused by the collapse of the international security architecture.
