Abstract

Op 13 november 2015 breekt in Parijs de hel los. Terroristische aanslagen op het voetbalstadion Stade de France, op cafés en restaurants en in theater Bataclan eisen 132 doden en meer dan 350 gewonden. Zes jaar later gaat het proces van start. Nog niet de helft van de ruim dertig betrokkenen zit in de beklaagdenbank. Het zijn de twijfelaars, zij die hun bomgordel niet tot ontploffing durfden te brengen. De belangrijkste hoofdrolspelers van de tragedie zijn dood en kunnen niet meer worden bestraft. Wat is de bewezen, gerechtelijke waarheid achter de schokkende feiten? Paul Ponsaers volgde nauwgezet het ‘proces van de eeuw’. Niet minder dan negen onderzoeksrechters werkten vier jaar aan de samenstelling van een strafdossier van ruim één miljoen bladzijden. De definitieve tenlastelegging van het Openbaar Ministerie telt 560 bladzijden. 1765 slachtoffers legden verklaringen ter zitting af. 330 advocaten en meer dan 2400 burgerlijke partijen waren betrokken. De auteur verwerkte de dagelijkse debatten, de elementen van het onderzoek en zijn expertise tot een indrukwekkend naslagwerk. Enkele maanden na Parijs was Brussel aan de beurt met een reeks bloedige terreuraanslagen op 22 maart 2016. Dit boek is daarom meteen een opstap naar het Brusselse proces. De analyse van de internationale geopolitieke context en de gedetailleerde reconstructie van de feiten, de daders en de procesgang zijn van onschatbare waarde voor wie professioneel met radicalisering te maken krijgt.

Abstract

This book adopts an innovative historical approach to terrorism, focusing on the weaknesses of terrorist states and organizations as reflected in the ideologies, methodologies, and propaganda of Russian populist, National Socialist, and Islamic terrorism. Drawing upon multilingual primary sources, the book challenges the oft repeated claim that the Nazi regime and Islamic State produced propaganda of superior quality, instead arguing that the manipulation of information is the Achilles heel of terrorist organizations. It offers a critical examination of the fears of terrorists themselves, as opposed to the traditional focus on the fear instilled by terrorist organizations in governments and citizens. Taking a multidisciplinary approach and long-term history perspective the book provides a method for exploring the minds of terrorists and the inner workings of their organizations and traces the evolution of terrorist thought and methodology across time and place. It explores the history and contemporary developments of terrorism, especially Islamist terrorism, in these two Sunni Muslim-majority countries. In doing so, it analyzes the strengths and weaknesses of governments' policies, strategies, and models of counterterrorism, including terrorist rehabilitation and reintegration programs. In addition, the book also documents the opinions of Saudis and Indonesians to find societal voices on effective ways of combating violent extremism and discusses Saudi-Indonesian cooperation on counterterrorism, defense, and security issues. The book suggests that although particular Islamic texts, teachings, and discourses might influence radical behaviors and practices of some Muslim individuals and groupings, terrorism is beyond ideological, religious, and doctrinal issues. He holds a Ph.D. from Boston University and was a former fellow at the Kroc Institute for International Peace Studies at University of Notre Dame and the Middle East Institute of National University of Singapore. Abstract

At the time of drafting the UN Convention on the Prevention and Punishment of the Crime of Genocide (Genocide Convention), the drafters were hopeful that the document will be the response needed to ensure that the world would never again witness such atrocities as committed by the Nazi regime. While, arguably, there has been no such great loss of human lives as during WWII, genocidal incidents have and still take place. After WWII, we have witnessed the genocides in Cambodia, Rwanda, Bosnia, Darfur, to name only a few. The responses to these atrocities have always been inadequate. Every time the world leaders would come together to renew their promise of 'Never Again'. However, the promise has never materialised. In 2014, Daesh unleashed genocide against religious minorities in Syria and Iraq. Before the world managed to shake off from the atrocities, in 2016, the Burmese military launched a genocidal campaign against the Rohingya Muslims in Myanmar. This was followed by reports of ever-growing atrocities against Christian minorities in Nigeria. Without waiting too long, in 2018, China proceeded with its genocidal campaign against the Uyghur Muslims. In 2020, the Tigrayans became the victims of ethnic targeting. Five cases of mass atrocities that, in the space of just five years, all easily meet the legal definition of genocide. Again, the response that followed each case has been inadequate and unable to make a difference to the targeted communities. This legacy does not give much hope for the future. The question that this books hopes to address is what needs to change to ensure that we are better equipped to address genocide and prevent the crime in the future. Ewelina U. Ochab is a lawyer, human rights advocate, author and co-founder of the Coalition for Genocide Response, and gained her PhD in International Law, Medical Law, and Medical Ethics from Kent Law School, UK. David Alton, (Lord Alton of Liverpool) was a Member of the House of Commons for 18 years and in 1997 he was appointed a Life Peer. In 2021, he piloted the Genocide Amendment to the Trade Act through the UK Parliament. In 1997, he was appointed Professor of Citizenship at Liverpool John Moores University, UK, and in 2017 he was appointed as a Visiting Professor at Liverpool Hope University, UK.

Faisant suite à une journée d’étude organisée en 2019, ce Cahier du GEPS rassemble plusieurs contributions présentées et discutées lors de cet événement.Les portes d’entrées pour appréhender la radicalisation et la lutte contre le terrorisme sont, dans ce cahier, multiples : évaluation de la prise en compte du contexte ; travail sur la répression des infractions et prévention armée ; rôle de la police locale et du renseignement ; analyse des politiques publiques de contre-terrorisme ; questionnement de la relation entre rationalité et traitement pénitentiaire ; expertise et respect des condamnés pour terrorisme.Suivant un objectif double, l’ouvrage vise ainsi à décrire les formes de la suspicion dans le dispositif belge de contre-radicalisation, d’une part, et l’étude de ses effets sur la cohésion sociale, d’autre part. Pour ce faire, un travail d’analyse du terrain a été mis en place : le terrain policier, le terrain judiciaire et le terrain pénitentiaire.
