Abstract

Logistics clusters boost logistics efficiency. The coronavirus disease 2019 (COVID-19) pandemic brought about a common global threat of historic proportions and yielded critical lessons as to the importance of supply chain resilience-from essential medical supplies to consumer goods in responding to such a challenge. Today the world increasingly recognizes the value of adaptive infrastructure and service delivery platforms, often collaborative in nature, to face the "certainty of uncertain situations" at all levels of the value chain. Logistics clusters are at the core of positioning transportation and logistics as a driver of productivity gains, environmental sustainability, resilience, and economic growth. This report contributes to informing decision making, particularly in low- and middle-income countries, to deploy logistics clusters to underpin international and domestic commerce, employment growth, and investment. It provides a practical, action-oriented source of examples relying on the case study approach. Particularly important is the report's role as a tool to inform decision making to position logistics not as a source of environmental externalities to avoid, but as an indispensable contributor to the decarbonization and resilience plans increasingly adopted in the context of the Paris Agreement or as a matter of basic economic development. The structure of the report is as follows: An opening chapter presents definitional and conceptual issues related to logistics clusters. The report will then present, in turn, the case studies of the Netherlands, Germany, the United States, and Korea. Lessons will be drawn from these cases in separate chapters. Lastly, the report will propose a list of policy questions, derived from the World Bank's cross-country experience, and attempt to answer them based on the evidence presented in the preceding chapters.

Abstract

This paper studies the impact of distributional policies on social cohesion. The focus is on South Africa, a country with the highest unemployment rate worldwide and a major destination hub for the forcibly displaced. The paper uses a regression discontinuity design based on the eligibility rule of an unconditional cash transfer program (Old Age Pension) together with multiple rounds of the country's Social Attitudes Survey and estimates the impact of the cash transfer to the local population on over 100 variables capturing different dimensions of social cohesion, while accounting for multiple hypothesis testing. Results show a limited impact of the transfer on social cohesion. Transfer increases life satisfaction and views favorable towards racial diversity. However, it has only a marginal effect on interpersonal trust and a very small effect on attitudes towards immigration. These findings are consistent with theoretical models where anti-immigrant behaviors are not the result of low-income but rather due to non-wage factors such as ethnic background or language barriers.

Pour démontrer cette thèse, nous avons analysé et comparé huit rituels urbains (à Genève, à Montréal et à Turin). Le livre s'achève sur des recommandations aux responsables des politiques urbaines.

Artists and creative workers have long been attracted to urban environments. Yet the ?creative city? of the 21st century comes with its own pitfalls. From precarity at the level of the worker to gentrification at the level of the city: the creative engine starts to sputter. Therefore, after or even against the creative city, this book explores the rise of the ?common city?. What is the value of commoning for cultural practices in urban contexts? The volume defends the hypothesis that a common culture offers better guarantees of urban sustainability than a purely market- or government-driven culture. After all, cultural dynamics are only possible by sharing.00We understand culture in a broad anthropological sense, as a socially shared sign and meaning system through which urbanites can give meaning to their environment and their lives. Creative labour and artistic practices keep cultural dynamics alive by intervening in such processes of meaning. They can question, redraw or simply confirm meaning-making processes, habits, values and norms. That is why culture is too important to be left to the market and the government alone.
