Abstract

During adolescence, young people are exposed to a range of risks beyond their family homes including sexual and criminal exploitation, peer-on-peer abuse and gang-related violence. However, it has only been over the past two decades that the critical safeguarding implications of these harms have started to be recognised. Social care organisations are increasingly experimenting with new approaches but continue to experience challenges in supporting affected young people and their families. This book analyses the results of the first rapid evidence assessment of social care organisations' responses to risks and harms outside the home across 10 countries. The authors highlight key areas for service development, give insights into how these risks and harms can be understood, and consider wider implications for policy and practice.

Abstract

Up until the latter years of the twentieth century, there was very little critical analysis of child protection policies and practices. The core assumption was that it was concerns about child abuse and neglect that provided the rationale and focus for child protection policies, practices, and systems, and they were assumed to be benign in both intent and impact. Increasingly, however, it has been recognised that a whole range of political, cultural, and sociological influences bear on the development and operation of child protection policies, practices, and systems and that these can have a whole range of negative consequences. The aim of this edited book, based on the Special Edition of the same title, is to provide a range of international cutting-edge papers that critically analyse different aspects of child protection, and which also provide suggestions about how child protection can be positively reformed.

Abstract

Down to Earth Archaeology collects sixteen archaeological papers by Professor William Y. Adams chosen by the author, who added introductory commentary to each. These articles were written at various times during his lengthy and productive academic career for different purposes and for different audiences. Most of those selected had been previously published only in a limited way, either as conference proceedings or contributions to various Festschriften, and as such he wanted to enable them to reach a wider readership than they had originally. He described this collection as his 'dernières pensées'. The essays encompass a wide range of topics, from reflections upon the successes, failures and lessons learned from the UNESCO International Campaign to Save the Monuments of Nubia in the 1960s, in which Bill was very much a leading figure and which he was uniquely positioned to critique, to discussions and criticisms of the theoretical framework of 'New' or 'Processual Archaeology' and its application of 'scientific' methods. Other papers included here are seminal works discussing the ideological concepts of typology and classification and their practical application to archaeological excavations, notably his own major excavations conducted at the large Nubian cityscapes of Meinarti, Kulubnarti and Qasr Ibrim, and the ceramic kilns at Faras."

Abstract

Significant attention today focusses on heritage destruction, but the key international laws prohibiting it - the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict and its First and Second Protocols (1954/1999) - lay out two core strands to limit the damage: the measures of respect for armed forces, and the safeguarding measures states parties should put in place in peacetime. This volume incorporates wide-ranging international perspectives from those in the academy, together with practitioner insights from the armed forces and heritage professionals, to explore the safeguarding regime. Its contributors consider such questions as whether state parties have truly taken "all possible steps", as the Convention tasks them; what we can learn from past practice, and how the Convention is implemented today; the implications of new trends in heritage law and management - such as the rise of the World Heritage Convention, and in the increasing focus on safe havens rather than refuges; whether new methods of heritage management such as Risk Assessment theory can be applied; and, in a Convention specifically focussed on state parties, what of their opponents, armed non-state actors. Topics range from leadership and the role of the State Party Representative, to the responsibilities of armed non-state groups in safeguarding, to explorations of past and current practice in different countries. Using a mix of case studies and theoretical explorations of new and existing methodologies, the contributions cover a broad timespan from World War II to today, with examples from Europe, the Middle East, and Africa. Overall, the volume's purpose is to promote wider understanding of the practical effectiveness of the Convention in the contemporary world, by investigating the perceived opportunities and constraints the Convention offers today to protect cultural property in armed conflict, and firmly establishing that such protection must begin in peace. "How national political fights are increasingly being waged at the state level-and how democracy itself is paying the priceOver the past generation, the Democratic and Republican parties have each become nationally coordinated political teams. American political institutions, on the other hand, remain highly decentralized. Laboratories against Democracy shows how national political conflicts are increasingly flowing through the subnational institutions of state politics-with profound consequences for public policy and American democracy.Jacob Grumbach argues that as Congress has become more gridlocked, national partisan and activist groups have shifted their sights to the state level, nationalizing state politics in the process and transforming state governments into the engines of American policymaking. He shows how this had the ironic consequence of making policy more varied across the states as red and blue party coalitions implement increasingly distinct agendas in areas like health care, reproductive rights, and climate change. The consequences don't stop there, however. For many, the present era of national partisan polarization makes local politics even more appealing. The truth about federalism in this polarized age, however, is a bit more concerning, as Grumbach details. As the state level has become an increasingly important site of public policies that affect Americans' lives, it is also accelerating the distressing trends of the current era, including plutocratic politics, racial inequality, and democratic backsliding. The book develops a theory of the interaction between federalism and polarization, debunking common myths and misunderstandings that underpin widespread support of state governments. Whereas the framers thought federalism would incentivize state governments to customize policy to local preferences, the state level is increasingly dominated by national groups who exploit the low-information environments of amateur legislatures, inattentive local media, and identity-focused voters. Not only are well-resourced groups advantaged, but polarization diminishes the incentives for state governments to learn from the experiences of other policy laboratories. A state may risk their party's national reputation by emulating a successful policy from a state controlled by the opposing party. Taken together, this theory of polarized federalism suggests that polarization disrupts the oft-lauded features of federalism so common to theories of American governance"--
