Abstract

Lorsqu'elle est apparue dans les années 2000, l'idée d'englober les océans Pacifique et Indien dans une seule entité spatiale appelée "Indo-Pacifique" paraissait saugrenue. Une décennie plus tard, cette nouvelle façon de penser l'espace en Asie est devenue incontournable. De nombreux Etats et organisations régionales se la sont appropriée, du Japon à l'Australie, de l'Inde à l'Indonésie et à l'Association des Nations d'Asie du Sud-Est (ASEAN) en passant par la France, l'Allemagne et l'Union européenne. Les Etats-Unis, quant à eux, ont désigné cet immense espace maritime comme leur théâtre prioritaire d'engagement extérieur. A l'inverse, la Chine, suivie par la Russie, dénonce l'Indo-Pacifique comme un projet d'endiguement mené par les Etats-Unis et leurs alliés à son encontre. Les débats et enjeux autours de l'Indo-Pacifique reflètent ainsi le durcissement des rapports de force entre grandes puissances en Asie et les stratégies d'influence et de coalition que chacun met en place dans tous les domaines : diplomatique, économique et technologique, écologique et sanitaire, et plus que tout, idéologique.

Abstract

The expansion of Chinese military activity and capabilities in the Indo-Pacific region has led the United States to undertake its own increase in activity in the region over the past decade. As the United States expands its military activities to safeguard its regional interests, the potential reactions of China are a crucial consideration. This report provides U.S. military planners and policymakers with guidance regarding how the characteristics of different potential U.S. military activities may affect Chinese perceptions and reactions, either in ways that the United States may prefer, such as by enhancing deterrence of People's Republic of China (PRC) aggression against U.S. allies and partners, or in ways that the United States may wish to avoid, such as by increasing the risk of aggression and escalation. The authors developed a framework for assessing likely Chinese reactions to U.S. military activities. The framework identifies the key factors that drive Chinese thinking and reactions, assesses how the characteristics of U.S. activities - their location, the U.S. allies or partners involved, their military capabilities, and the public profile or messaging that accompanies them - have the potential to affect Chinese reactions through each key factor, and provides a typology of potential Chinese reactions organized by their level of intensity. The authors also developed a comprehensive set of potential military activities that the United States could undertake in the Indo-Pacific and evaluated the implications of the framework, highlighting how the PRC would likely perceive and react to different types of activities.

Abstract

Few studies have systematically tracked how China is using gray zone tactics-coercive activities beyond normal diplomacy and trade but below the use of kinetic military force-against multiple U.S. allies and partners. Lacking a foundational empirical baseline, it is difficult to determine patterns and trends in Chinese activities to develop effective counters to them. The authors developed a framework to categorize China's use of gray zone tactics against five U.S. allies and partners in the Indo-Pacific and to identify the most problematic People's Republic of China (PRC) tactics that the United States could prioritize countering. Based on open-source material, this report provides a more in-depth understanding of Chinese operations in the gray zone. Among other conclusions, the authors observe that China views gray zone activities as natural extensions of how countries exercise power. China employs such tactics to balance maintaining a stable, favorable external environment with efforts to alter the status quo in China's favor without triggering major pushback or conflict. It has used nearly 80 such tactics on its neighbors, often in relation to territorial disputes.
