Empirically rich and theoretically informed, this book is an innovative analysis of political decentralization under the Islamic Republic of Iran. Drawing upon Kian Tajbakhsh's twenty years of experience working with and researching local government in Iran, it uses original data and insights to explain how local government operates in towns and cities as a form of electoral authoritarianism. With a combination of historical, political, and financial field research, it explores the multifaceted dimensions of local power and how various ideologically opposed actors shaped local government as an integral component of authoritarian state building. Ultimately, this book demonstrates how local government serves to undermine democratization and consolidate the Islamist regime. As Iran's cities and towns grow and develop, their significance will only increase, and this study is vital to understanding their politics, administration and influence.

Examines how centralised authoritarian regimes upgrade their system of local governance. The authoritarian upgrading process in Egypt has enabled the regime to have a more effective dominance in local politics and to enhance its political control. However, its strategies failed to overcome the weakness of system mobilisation functions, which reflected the authoritarian dilemma of bridging the macro (the national) and the micro (the local). Drawing on extensive fieldwork, Hani Awad explores the formal and informal decentralisation strategies employed under three regimes (Nasser, Sadat and Mubarak) to upgrade the Egyptian system of local governance without giving up power or democratising local governments.

Why are some communities able to come together to improve their collective lot while others are not? Looking at variation in local government performance in decentralized West Africa, this book advances a novel answer to this question: communities are better able to coordinate around basic service delivery when their formal jurisdictional boundaries overlap with informal social institutions, or norms. This book identifies the precolonial past as the driver of striking subnational variation in the present because these social institutions only encompass the many villages of the local state in areas that were once home to precolonial polities. Drawing on a multi-method research design, the book develops and tests a theory of institutional congruence to document how the past shapes contemporary elite approaches to redistribution within the local state. Where precolonial kingdoms left behind collective identities and dense social networks, local elites find it easier to cooperate following decentralization.

Due to uneven economic reforms, Chinese provinces have developed distinct approaches to governing that impact social policy priorities and policy implementation. Ratigan shows how coastal provinces tended to prioritize health and education, and developed a pragmatic policy style, which fostered innovation and professionalism in policy implementation. Meanwhile, inland provinces tended to prioritize targeted poverty alleviation and affordable housing, while taking a paternalist, top-down approach to implementation. This book provides a quantitative analysis of provincial social policy spending in the 2000s and qualitative case studies of provinces with divergent approaches to social policy. It highlights healthcare, but also draws on illustrative examples from poverty alleviation, education, and housing policy. By showing the importance of local actors in shaping social policy implementation, this book will appeal to scholars and advanced students of Chinese politics, comparative welfare studies, and comparative politics.
