Abstract

On a trop tendance à plaquer sur les vies pauvres la grille de l’homme économique et, en les appréhendant seulement à partir de l’aisance matérielle, du travail et des loisirs, à n’y voir ainsi que des vies en défaut, des vies de manque Il y a urgence à constituer une histoire de la pauvreté en tant que telle et non, comme trop souvent, à se contenter d’une construction de pensée établie par les riches pour éteindre toute volonté de contestation par les pauvres de l’ordre social établi. Il n’est plus question ici de ne penser la pauvreté qu’en termes de gouvernement des pauvres dans un scénario alternant guerres contre la pauvreté et guerres contre les pauvres. Au contraire, par le style de vie qu’elle porte, la pauvreté doit être requalifiée et, avec elle, les pauvres eux-mêmes, puisqu’ils sont aujourd’hui les seuls à même de nous montrer le chemin de la sobriété, seul avenir possible pour l’humanité.

Abstract

In Africa, evidence on the interactions among poverty, growth, and income distribution presents a puzzle: While growth has been robust in recent decades, the growth elasticity of poverty has remained low. This suggests that inequality has dampened the pro-poor effects of growth. However, when using standard inequality measures, there is only scattered evidence of high and growing inequality in Africa outside the extremely unequal southern cone. This paper argues that inequality mismeasurement could be the main culprit responsible for this paradox: consumption-based measures miss important information at the top end of the consumption distribution, leading to underestimation of inequality. This paper proposes distinct solutions, arguing that by reevaluating the importance of distributional issues in Africa, the need becomes apparent for refreshing the research agenda on African development in such a way that the interaction between poverty and inequality becomes a core concern.

Abstract

The eradication of poverty, which was the first of the millennium development goals (MDG) established by the United Nations and followed by the sustainable development goals (SDG), requires knowing where the poor are located. Traditionally, household surveys are considered the best source of information on the living standards of a country's population. Data from these surveys typically provide a sufficiently accurate direct estimate of household expenditures or income and thus estimates of poverty at the national level and larger international regions. However, when one starts to disaggregate data by local areas or population subgroups, the quality of these direct estimates diminishes. Consequently, national statistical offices (NSOs) cannot provide reliable wellbeing statistical figures at a local level. For example, the module of socioeconomic conditions of the Mexican national survey of household income and expenditure (ENIGH) is designed to produce estimates of poverty and inequality at the national level and for the 32 federate entities (31 states and Mexico City) with disaggregation by rural and urban zones, every two years, but there is a mandate to produce estimates by municipality every five years, and the ENIGH alone cannot provide estimates for all municipalities with adequate precision. This makes monitoring progress toward the sustainable development goals more difficult.

Abstract

Poverty and mortality are arguably the two major sources of loss of well-being. Most mainstream measures of human development capturing these two dimensions aggregate them in an ad-hoc and controversial way. This paper develops a new index aggregating the poverty and the mortality observed in a given period in a consistent way. It is called the poverty-adjusted life expectancy index. This index is based on a single normative parameter that transparently captures the trade-off between well-being losses from being poor or from being dead. The paper first shows that the poverty-adjusted life expectancy index follows naturally from an expected life-cycle utility approach a la Harsanyi. The paper then proceeds to empirical comparisons between countries and across time and focuses on situations in which poverty and mortality provide conflicting evaluations. Once it is assumed that being poor is (at least weakly) preferable to being dead, the analysis finds that about a third of these conflicting comparisons can be unambiguously ranked by the poverty-adjusted life expectancy index. Finally, the paper shows that this index naturally defines a new and simple index of multidimensional poverty, the expected deprivation index.

Abstract

The Survey of Well-being via Instant and Frequent Tracking (SWIFT) program was created in 2014 to produce poverty statistics cost-effectively, timely, and in a user-friendly manner. Under the SWIFT program, poverty rates are estimated by (i) training a poverty rate projection model on a previous household budget survey, (ii) collecting data in the field on identified poverty correlates, and (iii) applying the model to collected data to produce poverty projections. The SWIFT program has expanded since 2014 and now includes a wide variety of activities, namely, aiding in estimating official poverty statistics and monitoring poverty outcomes of lending operations and investment projects in over 50 countries. One key advantage of the SWIFT methodology is the significantly shorter interview time compared to the surveys used in traditional poverty data collection. In 2015, the SWIFT program prepared a guideline for using the SWIFT methodology to ensure the quality and precision of poverty estimation under the program. The guideline includes a set of recommendations on data collection and poverty projection. This report documents the performance evaluation and possible modifications of the SWIFT poverty projection methods since 2015. It critically evaluates the SWIFT poverty projection method proposed by the 2015 guideline, identifies limitations, and introduces several remedies - SWIFT Plus and SWIFT 2.0 - with their evaluations. This paper is organized as follows: Section 2 reviews the literature, Section 3 describes the SWIFT methodology, Section 4 discusses challenges for SWIFT and the solutions, Section 5 explores future research topics, and Section 6 concludes.

Abstract

This edition of the Macro Poverty Outlook Annual Meetings 2022 contains country-by-country forecasts and overviews for GDP, fiscal, debt and poverty indicators for developing countries. Macroeconomic indicators such as population, gross domestic product and gross domestic product per capita - and where available - other indicators such as primary school enrollment, life expectancy at birth, total greenhouse gas emissions and inflation, among others, are included for each country. In addition to the World Bank's most recent forecasts, key conditions and challenges, recent developments and outlook are briefly described for each country.

Abstract

Bosnia and Herzegovina faces significant labor market challenges. While recovering from the COVID-19 crisis, Bosnia and Herzegovina (BiH) is struggling with persistent unemployment and a predicted rise in poverty. To further reduce the incidence of poverty, measures to create more job opportunities for all BiH citizens must be complemented by an effective social protection framework. This note presents a situational analysis of the social protection system in Bosnia and Herzegovina. It assesses the extent to which the social protection system fulfills its purpose; it also proposes policy priorities as well as areas for reform in the short, medium, and long term. The remainder of the note is organized as follows. Section 2 reviews the country's main poverty and labor market outcomes; section 3 provides a brief overview of the social protection system; section 4 looks at non-contributory cash transfers to support the poor, the vulnerable and people with disabilities; section 5 examines social care services; section 6 analyzes pensions; section 7 explores employment and active labor market programs; section 8 reviews the social protection response to the COVID-19 pandemic; and section 9 concludes by identifying knowledge gaps and policy priorities for reform.

Towards a Just Coal Transition Labor Market Challenges and People's Perspectives from Wielkopolska

Abstract

Part of a three-region set of papers analyzing coal-related labor market challenges in Poland, this paper focuses on Wielkopolska, which is most advanced in the transition out of coal. Finding viable job transitions is of enormous importance. The findings call for a more territorial-oriented approach to brokering the coal transition, rather than a sectoral one. First, even though limited from a regional perspective (4,000 workers), affected jobs are highly concentrated in a few already lagging and depopulating municipalities. Second, while coal-related workers are similarly skilled as other workers in Wielkopolska, non-coal related workers in the at-risk municipalities are substantially less skilled, exposing them to potential displacement effects. Finally, while ready to work and to be re-skilled, discrete choice experiments about their job attribute preferences show that all workers are averse both to commuting and relocating for work, even more so than in Silesia and Lower Silesia. Complementary social protection and employment support will be needed, and the paper suggests some policy options based on international experience. The paper concludes by illustrating how a big-data driven job-matching tool, calibrated on the Polish labor market, could be used to assist caseworkers in identifying "viable-job-transition-pathways" for affected workers as well as to help policymakers identify reskilling needs and attract investments.

Abstract

The purpose of this poverty assessment is to shine a new light on poverty, inequality, and its drivers in Costa Rica. The report provides a descriptive overview of poverty trends in the country and examines why the poorest do not reap the benefits of economic growth. It provides high-level policy directions, i.e., areas that merit a high level of attention according to the results of the analysis and broad implications of the findings for policy makers. The report should be interpreted as a contribution to the debate within Costa Rica on how to improve the country's model of growth for the benefit of all. It is important to mention at the outset that the analysis presented in this report was completed at the time the conflict in Ukraine started. The conflict is expected to have substantial repercussions in Costa Rica and the rest of the Latin America region. The conflict is expected to hit the poorest hardest, as food and fuel - the prices of which are expected to increase due to the conflict - make up a large part of their consumption. However, these possible implications of the conflict are not reflected in the report.
