Abstract

Les sociétés des villes d'Allemagne du Sud n'ont pas peur de l'innovation à la fin du Moyen Âge : sur un siècle (fin XIIIe-fin XIVe siècle), beaucoup d'entre elles créent des régimes politiques intégrant des groupes sociaux jusqu'alors exclus de toute participation, sur un principe commun décliné en fonction des situations locales : le conseil urbain est désormais constitué presque partout de délégations de corps de métier (Zünfte). Les citadins ne se contentent pas de cette première innovation. Dans beaucoup de cas, ils procèdent avec grand soin à la mise par écrit de ces dispositions : ce sont ces chartes constitutionnelles qui sont au centre de ce livre. Le passage à l'écrit n'est jamais une évidence ; les difficultés rencontrées par leurs auteurs témoignent de l'importance de cette mise par écrit pour les sociétés qui l'ont produite. Qui sont leurs auteurs, comment ont-ils travaillé ? Eux qui n'étaient sans doute pas en contact avec la théorie savante de leur temps n'ont pas laissé de texte théorique pour éclairer leur démarche, mais ces chartes permettent de dégager les grandes lignes de leur pensée politique. Le soin pris à décrire le nouveau dispositif institutionnel le montre : il ne s'agit pas seulement d'un acte administratif, mais d'un véritable programme politique et social. Ces chartes sont le produit de périodes de troubles, avec ou plus souvent sans violence, pour mettre fin à l'exclusivité politique des élites traditionnelles, en assurant un équilibre politique de long terme. Pour éviter à la fois le retour à un pouvoir oligarchique et la déstabilisation par les masses populaires, ils ont des choix à effectuer. Qui désigne les représentants des métiers ? Quel poids ont les différents métiers ? Quel poids politique les élites traditionnelles conservent-elles ? Les promesses démocratiques annoncées ont-elles été tenues ? Il y a bien des manières pour les élites de contourner les garanties d’ouverture offertes par les chartes, mais les métiers, fortunés ou non, se montrent attachés au système et au texte des chartes qui leur donnaient une dignité nouvelle. Cet apprentissage de la démocratie, pour imparfait qu’il soit, témoigne de la créativité intellectuelle des bourgeois de ces villes.

Abstract

In response to mounting debt crises and macroeconomic instability in the 1980s, many countries in the developing world adopted neoliberal policies promoting the unfettered play of market forces and deregulation of the economy and attempted large-scale structural adjustment, including the privatization of public-sector industries. How much influence did various societal groups have on this transition to a market economy, and what explains the variances in interest-group influence across countries? In this book, Agnieszka Paczyńska explores these questions by studying the role of organized labor in the transition process in four countries in different regions—the Czech Republic and Poland in eastern Europe, Egypt in the Middle East, and Mexico in Latin America. In Egypt and Poland, she shows, labor had substantial influence on the process, whereas in the Czech Republic and Mexico it did not. Her explanation highlights the complex relationship between institutional structures and the “critical junctures” provided by economic crises, revealing that the ability of groups like organized labor to wield influence on reform efforts depends to a great extent on not only their current resources (such as financial autonomy and legal prerogatives) but also the historical legacies of their past ties to the state.

Abstract

Broadcasting Hollywood: The Struggle Over Feature Films on Early Television uses extensive archival research into the files of studios, networks, advertising agencies, unions and guilds, theatre associations, the FCC, and key legal cases to analyze the tensions and synergies between the film and television industries in the early years of television. This analysis of the case study of the struggle over Hollywood’s feature films appearing on television in the 1940s and 1950s illustrates that the notion of an industry misunderstands the complex array of stakeholders who work in and profit from a media sector, and models a variegated examination of the history of media industries. Ultimately, it draws a parallel to the contemporary period and the introduction of digital media to highlight the fact that history repeats itself and can therefore play a key role in helping media industry scholars and practitioners to understand and navigate contemporary industrial phenomena.

This book analyzes the multi-faceted scandal that has tarnished the reputation of the United Auto Workers (UAW), an iconic union revered for its commitment to union democracy and ethical practices, showing what went wrong to lead the spread of corruption and how to remedy it. Masters and Goeddeke provide a historical context of the rise and decline of the UAW, leading to "a culture of corruption" and resulting in the indictment or conviction of 15 union and corporate officials for the misuse of tens of millions of dollars. The book evaluates the various proposed reforms of the UAW's financial practices and ethical standards, including the possibility of a government takeover. It raises questions about the wisdom of such a takeover, based on the problems associated with the government takeover of the Teamsters. The authors recommend that the UAW convene a special constitutional convention to consider reforms in governance and hiring practices.
