In globalhistorischer Perspektive diskutiert dieses Buch Felder, Akteure und konkrete Arenen der Entwicklungsarbeit anhand der entwicklungspolitischen Verflechtungen zwischen Tansania und den beiden deutschen Staaten und zeigt auf, wie visionäre Zukunftsentwürfe immer mehr dem Primat ökonomischer Krisenbewältigung wichen. In the 1960s, "development" became a universal goal and contested policy field in the tense relationship between the Cold War, decolonization and competing models of socialism. The government of Tanzania also relied on expertise, loans, and grants from East and West to build an independent African socialism. In a global history perspective, this book discusses fields, actors, and concrete arenas of development work as linkages between Tanzania and the two German states and shows how visionary concepts for the future increasingly gave way to the primacy of economic crisis management.

The present collection contains papers of the first national workshop organised by the All India Progressive Forum (AIPF) on '21st Century Socialism' in Hyderabad. Socialism is a controversial issue, rendered more controversial by the great collapse of the Soviet Union and the East European socialist regimes. The collapse has reignited the controversies on the nature, path and viability of socialism in its many interpretations. In the meantime the scientific and technological revolution has added new features to the theory of social transformation, and has reopened many issues settled by history of individual revolution. The papers discuss many old and new aspects of socialism, social revolution and transformation. They also seek to add many new features. Comment le socialisme doit-il articuler les deux exigences qui l'ont toujours défini : « à chacun selon ses besoins » et « à chacun selon ses mérites » ? Ce court essai propose un retour aux origines. Dans l'une de ses belles formulations, Pierre Leroux écrivait, « le socialisme paraît, et l'aube du jour c'est 1830 ». Procédant ici de quelques portraits, ceux notamment de Louis Blanc et Constantin Pecqueur, de François-Vincent Raspail et de George Sand, cet essai signale comment en cette période de genèse, qui inventa même le terme de « socialisme », l'exigence du besoin fut considérée comme rectrice. Loin d'être nié, le mérite restait néanmoins associé à cette exigence. En ces temps déjà de premières déferlantes libérales, cette articulation originelle permit alors au socialisme de s'identifier d'abord, de résister ensuite et de créer enfin, tant dans le domaine des idées que dans celui des expérimentations, des voies nouvelles à l'émancipation et au progrès social, économique et politique. Cette option consistant à résolument situer le pari du socialisme au-delà de la seule égalité des chances, aussi rigoureusement définie soit-elle, méritera dès lors d'être rappelée et reconsidérée aujourd'hui.
