Abstract

This book explores how far messianism, the conviction that Russia has a special historical destiny, is present in, and affects, Russian foreign policy. Based on extensive original research, including analysis of public statements, policy documents, and opinion polls, the book argues that a sense of mission is present in Russian foreign policy, that it is very similar in its nature to thinking about Russia's mission in Tsarist times, that the sense of mission matters more for Russia's elites than for Russia's masses, and that Russia's special mission is emphasised more when there are questions about the regime's legitimacy as well as great power status. Overall, the book demonstrates that a sense of mission is an important factor in Russian foreign policy.

Abstract

Russia entered the crisis with low potential growth but strong macroeconomic policy frameworks and significant buffers. Policy space allowed the authorities to mount a sizeable public health and countercyclical response to the crisis, which has helped limit the economic downturn. Nevertheless, the crisis is likely to leave some long-term scars.

Abstract

"This volume seeks to fill the vacuum created by the Joint Economic Committee of Congress's decision to cease publishing comprehensive assessments of Russia's performance and potential. It provides readers with authoritative descriptions of Russia's economy, military prowess and international ambitions. The volume does not settle controversies, but does provide readers with an objective basis for assessing Russia's prospects without the distortions caused by fake news and disinformation wars"--

Abstract

Russia's use of its vast energy resources for leverage against post-Soviet states such as Ukraine is widely recognized as a threat. Yet we cannot understand this danger without also understanding the opportunity that Russian energy represents. From corruption-related profits to transportation-fee income to subsidized prices, many within these states have benefited by participating in Russian energy exports. To understand Russian energy power in the region, it is necessary to look at the entire value chain - including production, processing, transportation, and marketing - and at the full spectrum of domestic and external actors involved, from Gazprom to regional oligarchs to European Union regulators. This book follows Russia's three largest fossil-fuel exports - natural gas, oil, and coal - from production in Siberia through transportation via Ukraine to final use in Germany in order to understand the tension between energy as threat and as opportunity. The author reveals how this dynamic has been a key driver of political development in post-Soviet states in the period between independence in 1991 and Russia's annexation of Crimea in 2014. She analyzes how the physical characteristics of different types of energy, by shaping how they can be transported, distributed, and even stolen, affect how each is used - not only technically but also politically. Both a geopolitical travelogue of the journey of three fossil fuels across continents and an incisive analysis of technology's role in fossil-fuel politics and economics, this book offers new ways of thinking about energy in Eurasia and beyond.

Abstract

In recent years, Western experts have generally portrayed the Kremlin's actions as either strategic or tactical. Yet this proposition raises a very important question: how closely does the West's interpretation of Russian strategy reflect the country's own definitions ? While many military historians have sought to interpret Russian strategy, this book takes a different approach. It brings together, in English, the classic works of the Russian art of strategy, which were rediscovered after the collapse of the Soviet Union.

Abstract

Who decides what in Moscow? The answer is not always "Vladimir Putin". However, when explaining Russia's foreign policy, the consolidation of Putin's autocratic tendencies and his apparent stability despite many economic and political challenges have contributed - at least in the West - to an excessive "Putin-centrism" and the relative neglect of other agents of domestic politics. As a result, many facets of the country's foreign policy decisions are misunderstood or shrouded under a thin veil of vagueness and secrecy. This Report attempts to fill this gap, exploring the evolving distribution of political and economic power under the surface of Putin's leadership to assess the influence of different "lobbies" on Russia's foreign policy. All of the contributions in the volume underline the complexity of Russia's decision-making process beneath the surface of a monolithic and increasingly personalistic government.
