Abstract

As part of the World Bank's analytical support program in Russia, the team has been working with their Russian counterparts on collecting and analyzing data in order to gather evidence to inform coherent policies and strategies for creating modern schools and for promoting 21st-century teaching and learning in Russia. Both goals are being pursued through a series of national projects aimed at: (i) modernizing teaching and learning; (ii) putting Russia in the top 10 countries in terms of scores on international assessments; and (iii) expanding school infrastructure to ensure full-day schooling throughout the country. This new report presents a rigorous analysis of the data collected as part of the Trends in Mathematics and Science Study (TIMSS) in 2019 complemented by data on Russia from the OECD's School User Survey (SUS), which was also fielded in 2019. The team added the SUS to the study as part of its collaboration with its Russian counterparts. The total sample represents all general education systems in the Russian Federation. This report also includes data from Information and Communication (IC) Literacy Test7 conducted in 2020 combined with the SUS. The two datasets are not related but both cover 21st-century skills and Russian students. This report analyzes the various 21st-century skills that it was possible to analyze using data from the TIMSS and IC Literacy Test. The analysis provides descriptive statistics related to the learning environments and teaching practices in Russia and draws some correlations between learning environment variables and learning outcomes. Furthermore, the study shows how different teaching styles affect student learning in the mathematics, science, and cognitive (reasoning and applying) domains of TIMSS. The team also analyzed the wellbeing construct included in TIMSS 2019. They found that the cognitive domains of reasoning and applying were well aligned with the 21st-century skills that can be measured directly by TIMSS. This study also attempts to use self-reported data from TIMSS student and teacher questionnaires and construct measures to stimulate teaching and learning activities related to 21st-century skills development. The study also assesses the impact of such measures on student performance across subject and cognitive domains. In exploring IC literacy and ICT technology in schools, the report analyzes key characteristics of the school environment, the use of ICT in schools, the use of technology by teachers with different mindsets towards modern education, and students' performance on the IC Literacy Test with an analysis of the context of the questions.

Abstract

With the transition into the Knowledge Economy, a formidable series of new challenges arise within the corporate governance space. This book tackles the issue of corporate governance along two axes. Firstly, it confronts the developments in corporate governance within the context of the Knowledge Economy and all its implications in relation to the pre-eminence of intangible assets, the advent of technologies such as smartphones and advanced forms of artificial intelligence, and cultural changes associated with the incorporation of Gen Y into the workforce and the proliferation of social networks and effects such as Big Data and cyber-threats. Secondly, it highlights the challenges for multinational organizations and the tension that exists between headquarters and subsidiary offices due to the need to combine the corporation's ethical culture and corporate governance values with the institutional forces of the subsidiaries context. Paul David Richard Griffiths is Academic Director of postgrads in Banking and Fintech at EM Normandie Business School, Metis Lab. He lectures on Fintech, Business Ethics & Governance, Banking Regulations, Knowledge Management, Data Visualisation and the Anglo-Saxon Financial System. Prior to becoming a full-time academic, Paul spent 20 years in leadership positions at global management consulting firms, serving Boards of blue-chip companies, particularly in the financial services sector. He specialises in management of intangible assets such as intellectual capital and related technologies such as artificial intelligence and Fintech. Paul's interests in research bridge across the fields of Fintech and knowledge management and the development of knowledge networks, particularly in banking. He holds a Masters degree in engineering; he has been a Humphrey Fellow (Fulbright Commission) at the University of Minnesota; and holds a doctorate in business administration. Abstract

The economy of the Central African Republic (CAR) decelerated in 2020 compared to 2019. Despite a relatively contained health impact, the coronavirus disease 2019 (COVID-19) pandemic has had a significant impact on the country's economy, with the disruption in global value chains, low external demand, and domestic containment measures that significantly affected trade, transport, and tourism. Nevertheless, CAR's GDP growth of 0.8 percent has outpaced the average of regional peers (-2.9 percent) and countries affected by fragility, conflict and violence (FCV) (-1.7 percent). On the supply side, the positive dynamic of the agriculture sector prevented the economy from entering a recession, and the forestry and telecommunications sectors were more resilient than expected. On the demand side, private consumption contracted in 2020, reflecting a decline in household income owing to the pandemic. As a result, the extreme poverty rate increased from 70.7 percent in 2019 to 71.4 percent, affecting a total of more than 3.4 million people, in 2020. CAR's current account balance (CAD) deteriorated in 2020. The current account deficit widened from 4.8 percent of GDP in 2019 to 8.7 percent of GDP in 2020, driven by weak external demand and private transfers as well as an increased deficit of the balance on goods. With the COVID-19 pandemic, goods exports declined while non-oil imports were boosted by donor-funded investments. CAR's current account deficit is not expected to be as severe as that of comparator FCV, CEMAC, and Sub-Saharan African (SSA) countries. The capital account balance improved significantly in 2020 due to the rise in external grants, while the financial account surplus shifted into a deficit. The improvement in the capital account has helped narrow the balance of payments deficit and increasing foreign reserves, which reached a level equivalent to about 3.5 months imports at end-2020.

Abstract

How do trade shocks affect welfare and inequality when human capital is endogenous? Using an external information technology demand shock and detailed internal migration data from India, this paper first documents that both information technology employment and engineering enrollment responded to the rise in information technology exports. Information technology employment responded more when nearby regions had a higher share of college-age population. The paper then develops a quantitative spatial equilibrium model featuring two new channels: higher education choice and differential costs of migrating for college and work. The framework is used to quantify the aggregate and distributional effects of the information technology boom and perform counterfactuals. Without endogenous education, the estimated aggregate welfare gain from the export shock would have been about a third as large and regional inequality twice as large. Reducing barriers to mobility for education, such as reducing in-state quotas for students at higher education institutes, would substantially reduce inequality in the gains from the information technology boom across districts.
