All these will not be possible without a proper laboratory management where this book also includes the Tissue Bank ATMP Production as a model. The chapters are expected to provide a new perspective in health science which may trigger a further exploration into the diagnostic and research field.

Abstract

In 1964, the Chinese Communist Party (CCP) made a momentous policy decision. In response to rising tensions with the United States and Soviet Union, a top-secret massive military industrial complex in the mountains of inland China was built, which the CCP hoped to keep hidden from enemy bombers. Mao named this the Third Front. The Third Front received more government investment than any other developmental initiative of the Mao era, and yet this huge industrial war machine, which saw the mobilization of fifteen million people, was not officially acknowledged for over a decade and a half. Drawing on a rich collection of archival documents, memoirs, and oral interviews, Covell Meyskens provides the first history of the Third Front campaign. He shows how the militarization of Chinese industrialization linked millions of everyday lives to the global Cold War, merging global geopolitics with local change.

Abstract

À une époque où l’existence et la nature de l’armement, conventionnel ou nucléaire, sont questionnées par les bouleversements géopolitiques et stratégiques, le recours à une perspective historique et comparative est indispensable. Pour comprendre les relations complexes entre armement et nation, cet ouvrage propose pour la première fois une histoire longue des systèmes d’innovation, de production et d’usage en matière d’armement. Principalement axé sur la France, il entend développer de nombreux points de comparaison entre pays, s’attarder sur les structures comme sur les hommes, analyser les techniques comme les modes productifs, regarder les ingénieurs de l’armement comme le monde des industriels et celui des savants. Dans le cas français, l’ingénierie des armements relève du monde administratif et technique « ordinaire » et les corps d’armement ont joué un rôle pionnier dans de nombreux champs scientifiques et techniques, dans la géodésie, l’instrumentation et la métrologie notamment, ou encore dans la rationalisation industrielle. Ce volume, issu d’un colloque organisé par le Comité pour l’histoire de l’armement, propose un panorama complet du système français d’innovation en matière d’armement depuis deux siècles. Une vingtaine de chercheurs français et étrangers - historiens, économistes et sociologues - se sont attachés à combler une lacune historiographique. Le lecteur y trouvera informations inédites, thèses de qualité et motifs à réflexion.

Abstract

From De Gaulle onwards, France's strategic independence has been predicated on self-sufficiency in modern weapons. To achieve and maintain the requisite defence-industrial base, in the context of limited domestic orders, Paris sought to promote the export of its arms. During the Cold War, this underpinned but was also an expression of France's determination to resist bipolar domination. France offered customers around the world an alternative to reliance on one superpower or the other; and in doing so it generated the revenue to support an extensive domestic arms industry. The end of the Cold War ushered in fundamental changes, however: Western defence spending shrank and the global market was turned upside down. While France's arms-export policy was less affected by human-rights concerns than other democracies, it was not immune to pressures stemming from the consolidation of Europe's defence-industrial base and the increased interest of the EU in regulating the arms trade. This Adelphi book considers how France has responded to changing political and market circumstances in the way that it promotes and controls the export of weapons. It examines the rationale for considering a liberal arms-export policy as essential to French independence, and the institutional arrangements that underpinned this. It tracks the dramatic changes in the global arms market since 1990, in terms of demand and market competition, and charts the response of the French government to these changes. The book underlines how the French machinery of government, as a directing force behind the defence industry, has been resistant to the notion of export restraint - even in the case of sales to authoritarian regimes. However, it argues that France now faces a dilemma over whether to continue with a long-successful course, or to moderate its independence through greater collaboration to bolster European integration and better compete globally.
