L’économie circulaire est un modèle économique et industriel qui vise à maintenir les produits, leurs composants et leurs matériaux en circulation le plus longtemps possible, tout en veillant à garantir la qualité de leur utilisation. Ce modèle s’oppose en cela à l’économie linéaire, qui s’appuie sur le schéma suivant : extraction des ressources, fabrication et utilisation de biens, production de déchets. C’est principalement au niveau de cette dernière étape qu’économie circulaire et économie linéaire s’opposent puisque, dans la première, les déchets ou produits en fin de vie trouvent une nouvelle utilité, tandis que, dans la seconde, ils sont tout simplement éliminés. Mais bien au-delà du seul recyclage, l’économie circulaire englobe l’ensemble des étapes du processus de production, de la phase de conception d’un produit jusqu’à celle de valorisation des déchets. Si le bien-fondé des principes qui sous-tendent l’économie circulaire est défendu de plus en plus largement, y compris dans les discours politiques, leur concrétisation fait encore face à d’importants obstacles d’ordre technique ou réglementaire. Cependant, cette problématique est désormais mise en avant en raison des enjeux environnementaux qui entourent les manières de produire et de consommer et de l’urgence qui existe à y apporter une réponse. Après avoir décrit les contours théoriques de ce modèle ainsi que les divers aspects de sa mise en pratique, ce Courrier hebdomadaire étudie les cadres réglementaires visant à développer l’économie circulaire en Europe, en Belgique et dans les trois Régions du pays (Wallonie, Bruxelles et Flandre). Il propose aussi un état des lieux actuel de la mise en œuvre de l’économie circulaire en Belgique
