This book is a comprehensive guide to skull base imaging. Skull base is often a “no man’s land” that requires treatment using a team approach between neurosurgeons, head and neck surgeons, vascular interventionalists, radiotherapists, chemotherapists, and other professionals. Imaging of the skull base can be challenging because of its intricate anatomy and the broad breadth of presenting pathology. Although considerably complex, the anatomy is comparatively constant, while presenting pathologic entities may be encountered at myriad stages. Many of the pathologic processes that involve the skull base are rare, causing the average clinician to require help with their diagnosis and treatment. But, before any treatment can begin, these patients must come to imaging and receive the best test to establish the correct diagnosis and make important decisions regarding management and treatment. This book provides a guide to neuoradiologists performing that imaging and as a reference for related physicians and surgeons. Under the Action 13 Minimum Standard, jurisdictions have committed to foster tax transparency by requesting the largest multinational enterprise groups (MNE Groups) to provide the global allocation of their income, taxes and other indicators of the location of economic activity. This unprecedented information on MNE Groups' operations across the world will boost tax authorities' risk-assessment capabilities. The Action 13 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review process. The peer review of the Action 13 Minimum Standard is proceeding in stages with three annual reviews in 2017, 2018 and 2019. The phased review process follows the phased implementation of CbC Reporting. Each annual peer review process will therefore focus on different aspects of the three key areas under review: the domestic legal and administrative framework, the exchange of information framework, and the confidentiality and appropriate use of CbC reports. This third annual peer review report reflects the outcome of the third review which considered all aspects of implementation. It contains the review of 131 jurisdictions which provided legislation or information pertaining to the implementation of CbC Reporting.

The South African Taxonomic soil classification system (SAT) is well established and utilised in South Africa. However, it is not internationally well known and therefore the need arose to provide a tool by which South African soil taxonomists can convert South African soil classifications and profile descriptions to the international classifications of the World Reference Base (WRB) for soil resources. The diagnostics and tacit knowledge presented in this publication are therefore based on the SAT and the WRB. When necessary, further substantiation was derived from the Land Type Survey of South Africa. The adopted procedure is effective in providing a reasonable classification based on the South African soil forms and families, while excluding certain WRB soil groups and qualifiers, because these are irrelevant to South African taxonomy. Lastly, this publication also highlights some peculiarities, omissions and inconsistencies observed between the SAT and WRB.

L’ « égalité des dotations initiales » permet de justifier moralement l’instauration d’un revenu d’existence et d’un capital d’émancipation pour la jeunesse. Une façon de redonner de l’espoir dans la lutte contre les inégalités et un horizon moral commun pour nos sociétés démocratiques. À bout de souffle, l’État providence ne parvient plus à répondre à l’urgence sociale, accroissant les inégalités jusqu’à menacer nos fondements démocratiques. De ce constat, naît la proposition de l’« égalité des dotations initiales », un mécanisme distributif dérivé de l’égalité de droit et des promesses constitutionnelles qui en découlent. L’objectif est d’établir une distribution qui permet à un individu bénéficiaire de mener une existence bien vécue en garantissant les conditions symboliques et matérielles de sa dignité et de son émancipation. Dans les pas de Rawls, de Dworkin ou de la doctrine solidariste, l’auteur propose ici sa propre version d’une juste distribution adéquate des ressources socio-économiques. Juste parce qu’elle repart de l’égalité comme principe premier de la distribution et adéquate, car la proposition théorique s’impose de coller au mieux à la réalité des individus bénéficiaires.

The OECD/G20 Base Erosion and Profit Shifting (BEPS) Project laid the foundations of the project to address the tax challenges arising from the digitalisation of the economy with the release of the BEPS Action 1 Report. Since then, the OECD/G20 Inclusive Framework on BEPS has been working on the issue, delivering an interim report in March 2018, at the request of the G20. In May 2019, the Inclusive Framework adopted a Programme of Work, which was endorsed by the G20 Finance Ministers and G20 Leaders in June 2019. The Programme of Work outlined proposals in two pillars that could form the basis for a multilateral consensus-based solution. It also provided that the OECD Secretariat would undertake an economic impact assessment of the proposals to ensure that all members of the Inclusive Framework could be kept fully informed of the economic and tax revenue impact of key decisions relating to the proposals. This report presents an ex ante analysis of the economic and tax revenue implications of the Pillar One and Pillar Two proposals under discussion by the Inclusive Framework as part of its work to address the tax challenges arising from the digitalisation of the economy.
