Abstract

La profession d'orthophoniste est encore largement méconnue. Existant officiellement depuis 1964, l'orthophonie est née de la nécessité de prendre en charge les enfants opérés de "becs-de-lièvre". Très vite, l'intérêt pour les troubles de l'articulation et de la parole s'est élargi à ceux de la voix, du langage oral et écrit, puis de la communication. Après avoir décrit la profession dans ses aspects historique et réglementaire et expliqué les grandes lignes du contenu de la formation initiale, cet ouvrage fait l'inventaire des pratiques thérapeutiques de l'orthophonie.

Abstract

"The spread of hatred and hate speech has intensified in many corners of the world over the last decade and its regulation presents a conundrum for many democracies. This book presents a three-prong theory describing three different but complementary models of hate speech regulation which allows stakeholders to better address this phenomenon. It examines international and national legal frameworks and related case law as well as pertinent scholarly literature review to highlight this development. After a period of an absence of free speech during communism, post-communist democracies have sought to build a framework for the exercise of free speech while protecting public goods such as liberty, equality and human dignity. The three-prong theory is applied to identify public goods and values underlining the regulation of hate speech in the Czech Republic and Slovakia, two countries that share a political, sociological, and legal history, as an example of the differing approaches to hate speech regulation in post-communist societies due to divergent social values, despite identical legal frameworks"

Abstract

Cette édition de Connexions a été révisée après que le Conseil de l'Europe a mis fin à la coordination de la campagne de jeunesse liée au Mouvement contre le discours de haine. Bien que la campagne ait pris officiellement fin, il importe de poursuivre l'éducation et la sensibilisation des jeunes pour combattre le discours de haine et promouvoir les valeurs liées aux droits humains. L'action du Conseil de l'Europe en faveur de la démocratie est fortement axée sur l'éducation : l'éducation à l'école, mais aussi l'éducation en tant que pratique de la démocratie tout au long de la vie, comme dans le cadre des activités d'apprentissage non formel. L'éducation aux droits humains et l'éducation à la citoyenneté démocratique font partie intégrante du socle que nous devons bâtir pour faire de la démocratie une réalité durable. Le discours de haine est l'une des formes les plus inquiétantes de racisme et de discrimina-tion qui sévit aujourd'hui en Europe, amplifiée par Internet et par les médias sociaux. Le discours de haine en ligne n'est que la partie visible de l'iceberg de l'intolérance et de l'ethnocentrisme. Les jeunes sont directement concernés, en tant qu'acteurs et victimes d'atteintes aux droits humains en ligne. L'Europe a besoin que les jeunes veillent aux droits de l'homme et les protègent : c'est là l'assurance-vie de la démocratie. a été créé dans le cadre du Mouvement contre le discours de haine, autrement dit, la campagne de la jeunesse du Conseil de l'Europe pour les droits humains en ligne. C'est un outil précieux pour les éducateurs qui souhaitent aborder le discours de haine en ligne sous l'angle des droits de l'homme, tant dans le système éducatif formel que dans le cadre de l'éducation informelle. Ce manuel a été conçu pour travailler avec des apprenants de 13 à 18 ans, mais les activités proposées peuvent être adaptées à d'autres groupes d'âge.

Abstract

U maju 2019. godine odvijala se kampanja za izbore za Europski parlament na kojima je sudjelovala i Samostalna demokratska srpska stranka (SDSS), vodeća stranka Srba u Hrvatskoj, koja ima tri saborska zastupnika u aktualnom sazivu Hrvatskog sabora. SDSS je odlučio izaći na izbore u uvjetima u kojima je cijela zemlja jedna izborna jedinica te na kojima valja osvojiti minimalno 5% glasova kako bi se dobio mandat u Europskom parlamentu. Iskorak je to kojim je jedna manjinska stranka ušla u arenu borbe za svog predstavnika u Europskoj uniji pod nekoliko velikih slogana u kojima se dovitljivo kombinirala ćirilica i latinica, odašiljajući poruku da je i Srbima mjesto u Europi, ali i da proširenje Europske unije na zapadni Balkan mora biti jedan od prioriteta europske politike. Središnja poruka SDSS-a u toj je kampanji bila “Znate li kako je biti Srbin u Hrvatskoj?”, što je odzvanjalo s mnogobrojnih SDSS-ovih plakata, a odgovor na pitanje iz poruke nametnuo se sâm od sebe, i to u vidu samih činova koji su tema ovog Biltena — razina huškačkih, prijetećih i mrzilačkih poruka koje su se ubrzo našle na tim plakatima, u količini kao ni na jednim drugima, učinila je kampanju SDSS-a uspješnom, a politički cilj ostvarenim. Bez obzira na to što SDSS nije dobio dovoljno glasova da bi dobio predstavnika u Europskom parlamentu, doista je odgovoreno na, na prvi pogled, retoričko pitanje: “Znate li kako je biti Srbin u Hrvatskoj?”.
