Abstract

The world of work is changing as a result of technological progress, globalisation and population ageing. The future of work holds many opportunities, but also presents distinct risks which tend to be greater for some population sub-groups, including low-educated workers. This report documents how the labour market for low-educated workers in Belgium has evolved in recent years and what the future might hold for them in terms of both job quality and quantity.

Abstract

This report comes at a time when policy makers are challenged by the COVID-19 crisis that is generating a profound reflection on economic and social well-being. Before COVID-19 hit, Indonesia had experienced remarkable economic growth, making substantial progress in poverty reduction and gains in employment. However, there are large differences in outcomes across Indonesian provinces, which often reflect the quality of local infrastructure, services, education, and jobs.

Abstract

Human capital theory, or the notion that there is a direct relationship between educational investment and individual and national prosperity, has dominated public policy on education and labour for the past fifty years. In 'The Death of Human Capital?', Phillip Brown, Hugh Lauder, and Sin Yi Cheung argue that the human capital story is one of false promise: investing in learning isn't the road to higher earnings and national prosperity. Rather than abandoning human capital theory, however, the authors redefine human capital in an age of smart machines. They present a new human capital theory that rejects the view that automation and AI will result in the end of waged work, but see the fundamental problem as a lack of quality jobs offering interesting, worthwhile, and rewarding opportunities.

Abstract

Several interdisciplinary studies highlight imperfect information as a possible explanation of skill mismatches, which in turn has implications for unemployment and informality rates. Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others.

Berufliche Förderung in Zeiten von Digitalisierung und Berufsbildung 4.0 war ein Schwerpunktthema der Hochschultage Berufliche Bildung 2019 in Siegen. Die Beiträge des Sammelbandes geben einen Überblick über die diskutierten Konzepte und Handlungsansätze. Der erste Teil befasst sich mit Fragen zum digitalen Kompetenzerwerb in verschiedenen Arbeitsdomänen, von den Auswirkungen der Digitalisierung auf industrieller Arbeit und Landwirtschaft bis zur Entwicklung von Medienkompetenz als Aufgabe der Berufsbildung. Im zweiten Teil stehen Fragen zur beruflichen Förderung in Zeiten der Digitalisierung im Mittelpunkt. Themen sind u.a. Lernortkooperationen, digitale Transformation in der Ausbildungsvorbereitung an Berufskollegs sowie Benachteiligtenförderung in digitalen Kontexten. Abstract

David Etherington provides bold and fresh perspectives on the link between welfare policy and employment relations as he assesses their fundamental impact on social inequalities. Abstract

This text examines the experiences of São Paulo's diverse working class as they encountered rapid urbanization and industrialization brought on by the coffee boom during Brazil's Old Republic (1891-1930). It places the rank-and-file at the center of its analysis to understand how macroeconomic trends connected to daily life and individual and family responses to labor market discrimination, inflation, and fluctuating (im)migration.
