Abstract

Despite multiple past efforts, fragile Sub-Saharan African economies such as those of Mali, Chad, Niger, and Guinea still rank among the least diversified worldwide, with natural resources constituting a high share of their gross domestic product or exports. Large-scale production of gold for Mali, oil for Chad, uranium for Niger, and bauxite for Guinea offers substantial opportunities, but also has major shortcomings. Conclusive evidence shows poor economic performance by resource-rich but fragile Sub-Saharan African countries. The primary reason is not only their high vulnerability to external shocks, but the greed or grievances that typically lead to rents appropriation by a small group of elites in countries that are prone to conflict.Leveraging Export Diversifi cation in Fragile Countries explores the following questions: What are Mali's, Chad's, Niger's, and Guinea's main constraints to export diversification as perceived by key exporting firms? How it could be beneficial for these countries to target certain emerging export products? Are their current interventions to promote global value chain (GVC) adequate? What lessons can be extracted from specific cases? How can trade and logistic policies favor (or hamper) export diversification "led growth?The book lays the groundwork for effective step-by-step multidimensional policies to propel export diversification in fragile economies that are hindered not only by poor governance and weak institutions, but also by their landlocked position (except Guinea), small domestic markets, and business-unfriendly environments. Recognizing that traditional project interventions in these countries have had limited success, mainly due to their unidimensional focus on single components of an agricultural value chain, the book proposes a GVC 2.0 cluster-based approach to export diversification, in which complementary efforts attract foreign firms and public investment in support of agribusiness. Promising pilot examples of joint implementation plans among multiple donors, risk-sharing facilities, and agribusiness clusters provide valuable insights into recent global value chain developer interventions.

Abstract

Au cours des dernières décennies, des méthodes alternatives tentent de remplacer ces approches utilisant la lutte chimique intensive et non sélective pour leurs effets négatifs avérés sur l’homme, l’environnement et sur les organismes utiles. C’est ainsi que la gestion de paysages agricoles à travers la diversification végétale pour optimiser le service écosystémique de lutte biologique est un domaine scientifique de plus en plus envisagé. L’objectif de la présente étude était d’évaluer les effets de la diversité végétale à l’échelle de la parcelle sur le contrôle des ravageurs des cultures. Pour y arriver, une synthèse bibliographique des recherches orientées vers la diversification des plantes en cultures maraîchères a dans un premier temps été effectué. Les résultats des publications scientifiques indiquent les effets positifs traduits par une réduction des populations des ravageurs par rapport aux monocultures. Deux mécanismes accompagnent cette réduction; il s’agit de l’effet bottom-up c’est-à-dire les cultures associées interfèrent visuellement et chimiquement dans la recherche de plantes hôtes et la colonisation par les phytophages, et de l’effet top-down, entendu comme le contrôle des ravageurs à travers le recrutement d'ennemis naturels tels que les prédateurs ou les parasitoïdes. Dans un second temps, un essai de plein champ associant des bandes fleuries de Fagopyrum esculentum et Camelina sativa à la culture de blé Triticum aestivum a été réalisé à Gembloux (Belgique). Afin d’évaluer l’attractivité des bandes fleuries aux auxiliaires, les observations et récoltes de ceux-ci ont été réalisées grâce à la capture au filet et au système de piégeage par pan-traps. La famille des Syrphidae a été la plus représentée avec deux espèces dominantes : Sphaerophoria scripta et Eristalis tenax. D’autres auxilaires observés sont Coccinella septempunctata et Chrysoperla carnea. Considérant les analyses statistiques, il n’y a pas de différences significatives entre le sarrasin et la cameline pour la colonisation de communautés d’auxiliaires des cultures. En améliorant les services écosystémiques de la lutte biologique contre les ravageurs, cette étude montre que l'augmentation de la diversité des plantes est une méthode agroécologique à envisager pour une gestion durable des ravageurs.

Abstract

The agricultural sector is subject to economic uncertainties and must continually adapt. In order to guarantee an income, farmers must find solutions. Diversification is an option chosen by many of them. Because of unused farm buildings and a very touristic region, some farmers choose agritourism. &#13;The aim of this thesis is to understand farmers who are involved in the gites and/or Bed and Breakfasts. The aim is to gain a better understanding of the economic aspect of agricultural diversification in the field of agritourism and the different impacts it can have on the turnover and results of farms. The literature focuses primarily on the determinants that drive farmers to diversify but not on the economic impact.&#13;Therefore, the first theoretical part provides a better understanding of agricultural diversification and agritourism. This part has also allowed to compare the different opinions of the authors and to build relevant hypotheses. This methodology provided a solid basis for the qualitative surveys carried out with diversified Walloon farmers. &#13;First, semi-directive interviews were conducted with 20 farmers. This survey allows a comparison with the literature. &#13;The second survey is the study of a real case of para-agricultural diversification where the results of the farm and of the gîte will be investigated.&#13;Analyses show that motivations, determinants and social contact do not seem to be exactly the same for diversified Walloon farmers as in the literature. The findings also show that Walloon farms are currently financially stable. This has not always been the case. Diversification provides them with financial support in the event of a crisis. Moreover, agritourism allows them to enhance the value of their buildings and to invest in the long term. However, it should be noted that this contribution cannot save a farm that is not financially strong.
