A history of the everyday struggles of slaves in the British colony of BerbiceAtlantic slave societies were notorious deathtraps. In Surviving Slavery in the British Caribbean, Randy M. Browne looks past the familiar numbers of life and death and into a human drama in which enslaved Africans and their descendants struggled to survive against their enslavers, their environment, and sometimes one another. Grounded in the nineteenth-century British colony of Berbice, one of the Atlantic world's best-documented slave societies and the last frontier of slavery in the British Caribbean, Browne argues that the central problem for most enslaved people was not how to resist or escape slavery but simply how to stay alive.Guided by the voices of hundreds of enslaved people preserved in an extraordinary set of legal records, Browne reveals a world of Caribbean slavery that is both brutal and breathtakingly intimate. Field laborers invoked abolitionist-inspired legal reforms to protest brutal floggings, spiritual healers conducted secretive nighttime rituals, anxious drivers weighed the competing pressures of managers and the condition of their fellow slaves in the fields, and women fought back against abusive masters and husbands. Revolutions and Reconstructions gathers historians of the early republic, the Civil War era, and African American and political history to consider not whether black people participated in the politics of the nineteenth century but how, when, and with what lasting effects. Collectively, its authors insist that historians go beyond questioning how revolutionary the American Revolution was, or whether Reconstruction failed, and focus, instead, on how political change initiated by African Americans and their allies constituted the rule in nineteenth-century American politics, not occasional and cataclysmic exceptions.The essays in this groundbreaking collection cover the full range of political activity by black northerners after the Revolution, from cultural politics to widespread voting, within a political system shaped by the rising power of slaveholders. Conceptualizing a new black politics, contributors observe, requires reorienting American politics away from black/white and North/South polarities and toward a new focus on migration and local or state structures. This book presents the changing roles of urban governments and how local governments struggle to gain administrative, fiscal, and political power to combat current urban challenges in Kazakhstan. Focusing on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development, the author analyses the impact of decentralization on the role of local governments. The book examines the practical experiences of city and regional governments with an emphasis on urban planning, public investment in national projects, and management of urban transport. Due to the complexity and irregular distribution of political reforms at different levels of local government in Kazakhstan, three separate studies are presented, each looking at a specific aspect of decentralization reform and local government function related to physical urban development and distribution of public investment. The author argues that, if the national government of Kazakhstan wants to concentrate economic resources in urban agglomerations, it is not enough to assume that local governments are ready to play the role of efficient planners and managers of urban development.
