Abstract

"This book presents in revised form and as a single monograph three papers on a sign language from the Enga Province of Papua New Guinea. Originally published in 1980, for more than twenty years these papers remained the only report of a sign language from that part of the world. The detailed descriptive analyses that the author provided are still fresh today, and in some respects they anticipate insights into the nature of sign languages that were not further explored until much more recently. The monograph is accompanied by two essays: Sherman Wilcox comments on value and relevance of the author's work in the light of much more recent work on the linguistics of sign languages. An essay by Lauren Reed and Alan Rumsey provides an up to date survey of what is now known about sign languages in Papua New Guinea. Information about sign languages in the Solomon Island is also included"--

Abstract

Since the start of colonial gold mining in the early 1920s, the Biangai villagers of Elauru and Winima in Papua New Guinea have moved away from planting yams and other subsistence foods to cultivating coffee and other cash crops and dishing for tradable flakes of gold. Decades of industrial gold mining, land development, conservation efforts, and biological research have wrought transformations in the landscape and entwined traditional Biangai gardening practices with Western capital, disrupting the social reproduction of a community and the relationship between place and person. Drawing from extensive ethnographic research, Jamon Halvaksz examines the role of place in informing indigenous relationships with conservation and development. How do Biangai make meaning with the physical world? Collapsing Western distinctions between self and an earthly other, Halvaksz shows us it is a sense of place - grounded in productive relationships between nature and culture - is what connects Biangai to one another as "placepersons" and enables them to navigate global forces amid changing local and regional economies. Abstract

This book provides the first grammatical description of Pondi, a severely endangered language spoken by fewer than 300 people, almost all of whom live in a single village in the East Sepik Province of Papua New Guinea. Pondi is a non-Austronesian (i.e. Papuan) language, belonging to the Ulmapo branch of the Keram family. A Sketch Grammar of Pondi includes ethnographic information, with ample discussion of language vitality and endangerment. The grammatical description begins with phonetics and phonology, before turning to major and minor word classes. The description of nominal morphology focuses especially on Pondi's irregular number affixation and stem alternation, while the description of verbal morphology is largely concerned with aspect and mood suffixation. Syntax is discussed both at the level of the phrase and at the level of the clause. Topics in syntax, such as questions, commands, negation and conditionals are discussed. Following the grammatical description, there is a lexicon of over 600 Pondi words, presented both as a Pondi-to-English word list and as an English-to-Pondi finder list.

Abstract

This paper examines the effect of international trade on corporate market power in emerging market economies and developing countries, with a special focus on sub-Saharan Africa. The analysis is based on a large firm-level dataset, tariff data by sector and agreggate indicators of international trade for the period 2000-17. Greater trade liberalization and trade integration are associated with significant declines in market power, with the effect being more pronounced for firms in the manufacturing and ICT sectors, private sector firms, and firms with higher initial markups. Firms in sub-Saharan Africa tend to experience signficantly lower markups after allowing greater trade integration. The effects of trade liberalization on market power materializes over time, and there are significant complementarities between trade reforms and real sector reforms.

Abstract

The COVID-19 pandemic erupted just as the government was beginning to implement wide-ranging fiscal, foreign exchange, structural, and governance measures under a Staff-Monitored Program (SMP). The authorities have reaffirmed their commitment to these reforms, but the impact of the crisis is generating balance of payments and fiscal gaps of 4 and 3 percent of GDP, respectively. In the near term, risks are primarily on the downside, especially if there is a widespread local outbreak of the virus. Papua New Guinea’s longer-term outlook remains positive, largely reflecting the likelihood of major resource sector projects.

Abstract

This paper presents Papua New Guinea’s (PNG) 2019 Article IV Consultation and Request for Staff Monitored Program. The economy is estimated to have rebounded in 2019 following the contraction triggered by the large earthquake in 2018. Inflation is projected to fall in 2019 but to pick up temporarily thereafter. The staff report reflects discussions with the PNG authorities in October 28–November 9, 2019 and is based on the information available as of November 21, 2019. It focuses on PNG near- and medium-term challenges and policy priorities and was prepared before coronavirus disease 2019 became a global pandemic and resulted in unprecedented strains in global trade, commodity and financial markets. It, therefore, does not reflect the implications of these developments and related policy priorities. The outbreak has greatly amplified uncertainty and downside risks around the outlook. Staff is closely monitoring the situation and will continue to work on assessing its impact and the related policy response in PNG and globally.

Abstract

This book examines Australian colonial and foreign aid policy towards Papua New Guinea and Southeast Asia in the age of international development (1945–1975). During this period, the academic and political understandings of development consolidated and informed Australian attempts to provide economic assistance to the poorer regions to its north. Development was central to the Australian colonial administration of PNG, as well as its Colombo Plan aid in Asia. In addition to examining Australia’s perception of international development, this book also demonstrates how these debates and policies informed Australia’s understanding of its own development. This manifested itself most clearly in Australia’s behavior at the 1964 United Nations Conference on Trade and Development (UNCTAD). The book concludes with a discussion of development and Australian foreign aid in the decade leading up to Papua New Guinea’s independence, achieved in 1975.
