Abstract

Agricultural policymakers in Africa increasingly face the need for policy options based on evidence-based analysis to promote agricultural transformation and to adapt to climate change. Furthermore, data and analytical tools to support informed agricultural policymaking are increasingly abundant thanks to investment in these areas, mostly from external sources. Still, the use of hard data and robust analyses linked to outcomes are still rare in most agricultural policymaking in the region. Today, ministries of agriculture (MoAs) are increasingly under pressure to show ministries of economy and finance (MoEFs) both the rationale behind spending and the impact of past spending, particularly net estimated impacts on forex and fiscal balances. Even so, at present most African governments are still under-spending on agricultural public goods such as research, extension, and infrastructure. The present paper focuses on what can be learned to improve outcomes from experiences promoting the increased use of evidence in agricultural policymaking.

Abstract

The purpose of this diagnostic report is to establish an analytical basis for defining strategic priorities in agriculture and rural development in Croatia, as the country prepares its National Agriculture and Rural Development Strategy and formulates its Strategic Plan for the European Union's (EU) Common Agricultural Policy (CAP) for the next programming period (2021-2027). The diagnostic report assesses country-specific strengths, weaknesses, opportunities and threats (challenges) in the context of the macro-trends and issues affecting Croatian agriculture today, the ongoing EU CAP reform process, and broader national development directions. This diagnostic report is based on a series of background documents prepared by the World Bank as key inputs. Both advanced economic analysis and qualitative assessments were carried out as part of an evidence-based process for sector strategy development and policy guidance. Specifically, the analysis focuses on a range of strategic themes related to agriculture and rural development in Croatia, including (i) Croatian agricultural policy and the current CAP; (ii) the efficiency, effectiveness, and equity of current public spending on agriculture and rural development; (iii) the subsidy intensity of income for different farm types, (iv) backward and forward economic linkages of the agriculture and food processing sectors; (v) economy-wide impacts of agriculture and rural development support measures; (vi) agriculture finance and risk management solutions; (vii) the agricultural knowledge and innovation system (AKIS); (viii) food safety, sanitary and phytosanitary (FSandSPS) policies; (ix) trade and strategic market segmentation; (x) agroecological and climate aspects; and (xi) the development of sustainable and circular bio-economies in Croatia. In addition, this report brings forward some key elements of an in-depth sectoral review and policy analysis carried out as an input to the ongoing formulation of Croatia's broader National Development Strategy (NDS).

Des marchés qui fonctionnent bien dans un environnement réglementaire et de politique publique stable sont essentiels pour améliorer la productivité et la durabilité du secteur alimentaire et agricole. Cela permettrait au secteur de répondre à la demande croissante d'aliments sains, sûrs et nutritifs sans endommager les ressources naturelles, ainsi que de faire face aux défis croissants imposés par le changement climatique. Le présent rapport contient les principales conclusions et leçons tirées d'une série d'examens par pays sur la manière dont les politiques publiques peuvent améliorer la productivité et la durabilité sectorielles grâce à leurs effets sur l'innovation, les changements structurels, l'utilisation des ressources naturelles et le changement climatique. Pour améliorer l'environnement de l'action publique, il faudrait supprimer les politiques qui faussent le plus les marchés et retiennent les agriculteurs dans des activités peu compétitives et à faible revenu, nuisent à l'environnement, freinent l'innovation, ralentissent les changements structurels et générationnels et affaiblissent la capacité de résilience.

Abstract

Recent digital innovations provide opportunities to deliver better policies for the agriculture sector by helping to overcome information gaps and asymmetries, lower policy-related transaction costs, and enable people with different preferences and incentives to work better together. Drawing on ten illustrative case studies and unique new data gathered via an OECD questionnaire on agri-environmental policy organisations' experiences with digital tools, this report explores opportunities to improve current agricultural and agri-environmental policies, and to deliver new, digitally enabled and information-rich policy approaches. It also considers challenges that organisations may face to make greater use of digital tools for policy, as well as new risks which increased use of digital tools may bring. The report provides practical advice on how policy makers can address challenges and mitigate risks to ensure digital opportunities for policy are realised in practice. Finally, the report briefly considers the broader regulatory and policy environment underpinning digitalisation of the agriculture sector, with the view to ensuring that use of digital tools for agricultural and agri-environmental policy remains coherent with the digitalisation of agriculture more generally.

"This book examines how, over colonial times, the diverse practices and customs of an existing rural universe--with its many forms of livelihood--were reshaped to create a new agrarian world of settled farming. While focusing on Punjab, this path breaking analysis offers a broad argument about the workings of colonial power: the fantasy of imperialism, it says, is to make the universe afresh. Such radical change, Bhattacharya shows, is as much conceptual as material. Agrarian colonization was a process of creating spaces that conformed to the demands of colonial rule. It entailed establishing a regime of categories--tenancies, tenures, properties, habitations--and a framework of laws that made the change possible. Agrarian colonization was in this sense a deep conquest. Colonialism, the book suggests, has the power to revisualize and reorder social relations and bonds of community. It alters the world radically, even when it seeks to preserve elements of the old. The changes it brings about are simultaneously cultural, discursive, legal, linguistic, spatial, social, and economic. Moving from intent to action, concepts to practices, legal enactments to court battles, official discourses to folklore, this book explores the conflicted and dialogic nature of a transformative process. Abstract

With increasing pressure on resources, the looming spectre of climate change and growing anxiety among eaters, ecology and food are at the heart of the political debates surrounding agriculture and diet. This unique contribution unravels agri-environmental issues at different spatial levels, from local to global, documenting the major shifts in agriculture from a long-term perspective. The book begins by exploring the changes in the industrialisation and socialisation of agriculture over time, through the lens of institutional economics including The French Regulation School and Conventions Theory. Building on Polanyi's 'Great Transformation', the chapters in this volume analyse long-term and contemporary changes in agriculture and food systems that have occurred throughout the last few centuries. Key chapters focus on the historical changes in provisioning and the social relations of production, consumption, and regulation of food in different socio-political contexts. The future of agriculture is addressed through an analysis of controversial contemporary political claims and their engagement with strategies that aim to improve the sustainability of agriculture and food consumption. To shed light on ongoing changes and the future of food, this book asks important environmental and social questions and analyses how industrial agriculture has played out in various contexts. It is recommended supplementary reading for postgraduates and researchers in agricultural studies, food studies, food policy, the agri-food political economy and political and economic geography.
