Abstract

"This book is the first comprehensive effort to bring together Water, Food Security and Nutrition (FSN) in a way that goes beyond the traditional focus on irrigated agriculture. Apart from looking at the role of water and sanitation for human wellbeing, it proposes alternative and more locally appropriate ways to address complex water management and governance challenges from the local to global levels against a backdrop of growing uncertainties. The authors challenge mainstream supply-oriented and neo-Malthusian visions that argue for the need to increase the amount of land under irrigation in order to feed the world's growing population. Instead, they argue for a reframing of the debate concerning production processes, waste, food consumption and dietary patterns whilst proposing alternative strategies to improve water and land productivity, putting the interests of marginalised and disenfranchised groups upfront. The book highlights how accessing water for FSN can be challenging for small holders, vulnerable and marginalized women and men, and how water allocation systems and reform processes can negatively affect local people's informal rights. The book argues for the need to improve policy coherence across water, land and food and is original in making a case for strengthening the relationship between the human rights to water and food, especially for marginalised women and men. It will be of great interest to practitioners, students and researchers working on water and food issues"--

Abstract

When it comes to water, we flush and forget. We use, abuse and almost never recycle. Water sector in India, since the 1990s, has seen some new ideas formalised legally and institutionally, while others are still emerging and evolving. Confronting the reality of current water management strategies, this volume discusses the state of the Indian water sector to uncover solutions that can address the imminent water crises. Abstract

This working paper draws from the joint World Bank and World Meteorological Organization / Global Water Partnership Integrated Drought Management Program (IDMP) work stream on benefits of action and costs of inaction (BACI) for drought preparedness and mitigation. It suggests a methodological framework for assessment of BACI as a tool to support a shift in drought policy and programs from crisis management to a risk management approach. The framework should be systematic enough to allow for comparability across countries and contexts, with the option of being tailored to the context in which it is being used. In proposing an initial framework for BACI analysis, the authors use the ten-step methodology for developing drought strategies that was created by Wilhite and others and subsequently codified by IDMP to help organize the assessment. In this way, the authors embed the BACI assessment in the overall development of a drought risk management strategy. This document is a first approach to guide those responsible for drought management and BACI assessments to ask the right questions at the different stages. Key next steps are to experiment with this draft approach by applying it in multiple contexts to test its usability and to develop more case study examples to showcase how this process can be undertaken and how it can be advantageous to stimulate positive action.

Abstract

Access to clean water and energy are critical to economic growth and sustainable development. Providing water and energy services has important environmental impacts. Understanding the inextricable linkages among water, energy, and environment - the water-energy-environment nexus - will be a priority for all levels of government in the decades ahead as they develop and implement policies to enhance human welfare. We are also experiencing the beginning of an energy revolution in these early years of the 21st Century. Understanding the nature of this revolution is important, and this book provides an introduction to and explanation of this revolution. Specific topics to be discussed, in addition to explaining the nexus, include the global contexts for water and energy issues, associated environmental impacts, traditional and emerging energy options (fossil fuels, nuclear power, renewable energies), new approaches to providing clean water, the emerging role of energy storage, and policy issues associated with water, energy, and environment, as well as recommendations. There are a number of books on pieces of the nexus, most at a technical level. The purpose of this book is to explain the nexus and each of its components in a university-level, highly-readable `primer' for those entering the water and energy fields. It will also serve as an introduction to these topics for a global, multidisciplinary audience that includes academic scholars in related technical and non-technical fields, government officials at national, state, and local levels, economists and others in the financial/investment communities, and those in the development community responsible for planning and delivering water and energy services to undeserved populations.
