"L'institution HLM gère aujourd'hui 4,8 millions de logements accueillant près de 11 millions de personnes : c'est dire l'importance du logement social dans le parc immobilier français et son rôle dans l'économie de l'habitat. Or, ce secteur traverse depuis quelques années une crise importante : dépréciation de son image, paupérisation grandissante des locataires, dégradation du bâti, déliquescence des liens sociaux, enfermement territorial. Cet ouvrage se propose de retracer l'histoire de l'habitat social et de faire la synthèse des concepts qu'il mobilise, alors que la question des banlieues sensibles, des politiques de la ville, des cités HLM reléguées, est au coeur de polémiques politico-médiatiques récurrentes".

Présentation de l'éditeur : "A partir du cas des attributions de logements sociaux, cet ouvrage s'intéresse aux questions de tri et de sélection dans l'action publique. L'analyse de la manière dont sont choisis les futurs locataires HLM et dont se construisent les discriminations dans l'accès au logement social sont développés. L'enquête éclaire l'émergence de critères d'attribution contraires au droit et explique leur récurrence au niveau local. Elle s'appuie sur une ethnographie comparée de trois agglomérations françaises et six organismes HLM. Elle repose sur des observations directes, des entretiens auprès de professionnels du logement social, des analyses documentaires et statistiques. Ses résultats soulignent d'abord la faiblesse du pouvoir normatif de l'État et discutent l'hypothèse d'une ruse de la mise en œuvre. Plusieurs régimes de tri des ménages sont identifiés en fonction des caractéristiques du contexte local et des modalités d'association entre élus, bailleurs et acteurs économiques. L'étude des pratiques professionnelles précise, enfin, les paramètres qui influencent les modalités de catégorisation des usagers au guichet. Elle montre que l'attribution des logements n'est discrétionnaire et discriminatoire que dans certaines configurations spécifiques, en fonction des marges de manœuvre dont dispose le bailleur et de l'état du patrimoine social. Les régularités constatées dans la mise en œuvre sont finalement expliquées par le poids des contraintes institutionnelles et la culture professionnelle des agents de terrain"

When Boston's Columbia Point housing project was built in the early 1950s on the isolated edge of Dorchester Bay, it was hailed as a noble government experiment to provide temporary housing for working-class families who had fallen on hard times. By the mid-1970s, the model community had disintegrated and become a symbol of failure, decay, crime, and danger. Today, Columbia Point has been redeveloped as Harbor Point, a privately owned and managed mixed-income, racially integrated complex that stands handsomely alongside its institutional neighbors, the John F. Kennedy Library, the Massachusetts Archives, and the University of Massachusetts at Boston.
