Abstract

At the nexus of political science, development studies, and public policy, Developing States, Shaping Citizenship analyzes an overlooked driver of political behavior: citizens' past experience with the government through service provision. Using evidence from Zambia, this book demonstrates that the quality of citizens' interactions with the government through service provision sends them important signals about what they can hope to gain from political action. These interactions influence not only formal political behaviors like voting, but also collective behavior, political engagement, and subversive behaviors like tax evasion. Lack of capacity for service delivery not only undermines economic growth and human development, but also citizens' confidence in the responsiveness of the political system. Absent this confidence, citizens are much less likely to participate in democratic processes, express their preferences, or comply with state revenue collection. Economic development and political development in low-capacity states, Hern argues, are concurrent processes. Erin Accampo Hern draws on original data from an original large-N survey, interviews, Afrobarometer data, and archival materials collected over 12 months in Zambia. The theory underlying this book's framework is that of policy feedback, which argues that policies, once in place, influence the subsequent political participation of the affected population. This theory has predominantly been applied to advanced industrial democracies, and this book is the first explicit effort to adapt the theory to the developing country context.

Abstract

"This is the first study of the British Women's Liberation Movement's relationship with class politics. It explores the meaning of class to women's liberationists' identities and activism, both nationally and regionally, using a previously neglected feminist cluster in North East England as a case study. Stevenson demonstrates that British feminism was shaped fundamentally by its relationship to, synthesis with, and rejection of class politics. Through these processes, feminists recognised how post-war changes in the economy and gender roles were reshaping class and the Women's Liberation Movement attempted to remake class politics in response. However, socio-economic and cultural class differences between the women involved - linked to occupation, education and background - remained intractable obstacles causing tensions within groups, fragmentations into specific class-based groups and the ultimate failure of the movement to coalesce into a coherent coalition with labour politics, despite great levels of solidarity around particular struggles. Abstract

This volume contains an Open Access chapter. Relationships between elites and democracy have always been strained. The very concept of elites - of 'chosen people' - stands in contradiction to democratic ideals of political equality. Simultaneously, they are necessary parts of democratic societies. In any large-scale society, democracy is unthinkable without large organizations, be they political bodies, bureaucracies, enterprises, or voluntary organizations. When power is concentrated at the summit of such organizations the incumbents of the top positions potentially constitute groups that often are termed elite groups.The present volume of Comparative Social Research offers a broad set of comparative studies of elites, stretching from the Arab Spring in Tunisia and Egypt to women's political leadership in Brazil and Germany, via attainment of elite positions among minorities in France and the US. The quality of democratic governance seems to be in decline in many parts of contemporary world. Nevertheless, political elections are still a main source of legitimacy, even when they are far from being free and fair. Developments in the Third Wave democracies established around 1990 both in Europe and in the rest of the world, are treated in several chapters. How do they fare two or three decades later? Another group of chapters sets the focus on elite recruitment and socialization, spelled out against class and gender. The volume concludes by highlighting various entanglements of elites with populism, concerning both underlying reasons for the recent populist expansion and the various images of elites in populist movements.
