Abstract

From the mid-eighteenth century to the early nineteenth century, the English Old Poor Law was waning, soon to be replaced by the New Poor Law and its dreaded workhouses. In Writing the Lives of the English Poor, 1750s-1830s Steven King reveals colourful stories of poor people, their advocates, and the officials with whom they engaged during this period in British history, distilled from the largest collection of parochial correspondence ever assembled. Investigating the way that people experienced and shaped the English and Welsh welfare system through the use of almost 26,000 pauper letters and the correspondence of overseers in forty-eight counties, Writing the Lives of the English Poor, 1750s-1830s reconstructs the process by which the poor claimed, extended, or defended their parochial allowances. Challenging preconceptions about literacy, power, social structure, and the agency of ordinary people, these stories suggest that advocates, officials, and the poor shared a common linguistic register and an understanding of how far welfare decisions could be contested and negotiated. King shifts attention away from traditional approaches to construct an unprecedented, comprehensive portrait of poor law administration and popular writing at the turn of the nineteenth century. At a time when the western European welfare model is under sustained threat, Writing the Lives of the English Poor, 1750s-1830s takes us back to its deepest roots to demonstrate that the signature of a strong welfare system is malleability.

"The first of the UN Millennium Goals was to reduce extreme poverty and it was in 2014 halved compared to 1990, and now the goal is to eradicate poverty and hunger by 2030. The reduction in poverty is to a high degree the consequence of the rapid economic development in a few countries, especially China, but in many countries around the globe poverty is still high and influencing societies' overall development. It is against this background that this Handbook provides an up to date analysis and overview of the topic from a large variety of theoretical and methodological angles. Organized into four sections, the Handbook provides knowledge on what poverty is, how it has developed, and what type of policies might be able to succeed in reducing poverty. The first section investigates conceptual issues and relates concepts to people's relative position in society and the understanding of justice. The second section shows how poverty has developed. It will combine existing empirical knowledge with regional/national understanding of the issue of poverty. Abstract

How food pantries stigmatize their clients through a discourse that emphasizes hard work, self help, and economic productivity rather than food justice and equity. The United States has one of the highest rates of hunger and food insecurity in the industrialized world, with poor households, single parents, and communities of color disproportionately affected. Food pantries--run by charitable and faith-based organizations--rather than legal entitlements have become a cornerstone of the government's efforts to end hunger. In Feeding the Other , Rebecca de Souza argues that food pantries stigmatize their clients through a discourse that emphasizes hard work, self help, and economic productivity rather than food justice and equity. De Souza describes this "framing, blaming, and shaming" as "neoliberal stigma" that recasts the structural issue of hunger as a problem for the individual hungry person. De Souza shows how neoliberal stigma plays out in practice through a comparative case analysis of two food pantries in Duluth, Minnesota. Doing so, she documents the seldom-acknowledged voices, experiences, and realities of people living with hunger. She describes the failure of public institutions to protect citizens from poverty and hunger; the white privilege of pantry volunteers caught between neoliberal narratives and social justice concerns; the evangelical conviction that food assistance should be "a hand up, not a handout"; the culture of suspicion in food pantry spaces; and the constraints on food choice. It is only by rejecting the neoliberal narrative and giving voice to the hungry rather than the privileged, de Souza argues, that food pantries can become agents of food justice.

Abstract

Chronic Failures: Kidneys, Regimes of Care and the Mexican State is about Chronic Kidney Disease (CKD) and the relentless search for renal care lived out in the context of poverty, inequality and uneven welfare arrangements. Based on ethnographic research conducted in the state of Jalisco, this book documents the routes uninsured Mexican patients take in order to access resource intensive biotechnical treatments, that is, different modes of dialysis and organ transplantation. It argues that these routes are normalized, bureaucratically, socially and epidemiologically, and turned into a locus for exploitation and profit. Without a coherent logic of healthcare access, negotiating regimes of renal care has catastrophic consequences for those with the least resources to expend in that effort. In carrying both the costs and the burden of care, the practices of patients without entitlement offer a critical vantage point on the interplay between the state, markets in healthcare and the sick body.
