Abstract

A Nuclear Refrain is a spatial fiction that critiques the policy of nuclear deterrence, the concept of Mutually Assured Destruction, and the UK's decision to replace its Vanguard submarines, so-called Trident replacement. We challenge that decision via extending our geographical imaginations into the past, present, and future. Noting the more usual economic, moral, and strategic objections to Trident and its replacement, A Nuclear Refrain considers the issues from less familiar perspectives: the emotional and embodied, empire and the establishment, and the impact on democratic potentialities. Set against the authors' ongoing participation in extensive public protests against the UK's decision to replace Trident in 2016, A Nuclear Refrain disrupts familiar academic and policy forms of writing. It is "an uncomfortable hybrid between academia and fiction," intent on discomfiting the reader to spur the radical reimagining of a world profoundly shaped by the threat of nuclear weapons. Inspired by author and social critic Charles Dickens, this book draws on the form of A Christmas Carol. Transported by "ghosts" of the nuclear past, present and future, a pro-Trident British policy maker, the Right Honourable Roger C. Bezeeneos, has his perceptions sorely challenged. Abstract

This Commentary offers detailed background and analysis of the Treaty on the Prohibition of Nuclear Weapons, which was adopted at the UN Headquarters in New York in July 2017. The Treaty comprehensively prohibits the use, development, export, and possession of nuclear weapons. Stuart Casey-Maslen, a leading expert in the field who served as legal adviser to the Austrian Delegation during the negotiations of this Treaty, works through article by article, describing how each provision was negotiated and what it implies for states that join the Treaty. As the Treaty provisions cut across various branches of international law, the Commentary goes beyond a discussion of disarmament to consider the law of armed conflict, human rights, and the law on inter-state use of force. The Commentary examines the relationship with other treaties addressing nuclear weapons, in particular the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Background on the development and possession of nuclear weapons and theories of nuclear deterrence is provided. Particular attention is paid to controversial issues such as assistance for prohibited activities, the meaning of 'threaten to use', and the definition of nuclear explosive devices. Casey-Maslen also considers whether a member of NATO or other nuclear alliance can lawfully become a state party to the Treaty.

Abstract

A nuclear priesthood has arisen in Russia. From portable churches to the consecration of weapons systems, the Russian Orthodox Church has been integrated into every facet of the armed forces to become a vital part of Russian national security, politics, and identity. This extraordinary intertwining of church and military is nowhere more visible than in the nuclear weapons community, where the priesthood has penetrated all levels of command and the Church has positioned itself as a guardian of the state's nuclear potential. Russian Nuclear Orthodoxy considers how, since the Soviet collapse in 1991, the Church has worked its way into the nuclear forces, the most significant wing of one of the world's most powerful military organizations. Dmitry Adamsky describes how the Orthodox faith has merged with Russian national identity as the Church continues to expand its influence on foreign and domestic politics. The Church both legitimizes and influences Moscow's assertive national security strategy in the twenty-first century. This book sheds light on the role of faith in modern militaries and highlights the implications of this phenomenon for international security. Ultimately, Russian Nuclear Orthodoxy interrogates the implications of the confluence of religion and security for other members of the nuclear club, beyond Russia.
