Abstract

In the last few decades, India has experienced several shifts in the policies pertaining to the financing of higher education. These shifts include a move from public financing to keep pace with the expansion requirements of the sector; the strengthening of market forces in higher education both through privatisation of public institutions and operation of private institutions; and a move from the financing of institutions to the financing of students. The Centre for Policy Research in Higher Education (CPRHE) has initiated major research activities to understand how the recent changes have affected the financing of higher education in India and how the higher education institutions cope with and respond to these changes. India Higher Education Report 2018, the fourth volume in the series, presents this study to provide a comprehensive analysis of financing of higher education in India. This book investigates the changing dynamics and related key issues including state-market dynamics, university-industry linkages, foreign aid, institutional strategies to overcome shortages in funding, issues with self-financing courses, educational loans and fee reimbursement schemes, expansion and financing of private higher education.

In Australia and internationally much still needs to occur to promote inclusive practices in education and society with many educators not feeling equipped to recognise or appreciate diversity or cater effectively for inclusion (Hardy & Woodcock, 2015). It is into this space that a University of Southern Queensland team of researchers, practitioners, and academics intends to contribute an open textbook “Opening Eyes onto Inclusion and Diversity”. With embedded audio–visual components, the Open Textbook is designed to enhance the quality of the reader’s experience with each chapter posing key understandings underpinning inclusion and diversity. Readers are encouraged to answer questions on culture, special learning needs, varied educational contexts, gender diversity and more. The key expected outcome of this open textbook is to engage readers in making meaning of inclusion and diversity and applying their learning to their own individual contexts.

Enzo, 8 ans, passe chaque jour près de dix heures à l’école, rythmées par une série d’activités d’une durée d’un quart d’heure à une heure. Du lundi matin au vendredi soir, il est encadré par huit personnes différentes en moyenne, près de vingt-cinq avec les récréations. Pendant la semaine, il est avec son enseignante à peine plus de la moitié de son temps d’école, et un quart avec des animateurs municipaux, le reste du temps étant partagé entre divers intervenants.Ce constat, s’il peut sembler commun aux habitués des écoles primaires, a de quoi surprendre. Il montre que le modèle de la division du travail, généralement associé au collège, est en réalité devenu une norme pour de nombreux élèves dès l’entrée à l’école, a fortiori depuis la réforme des rythmes scolaires de 2013. L’objet de cet ouvrage est d’interroger ce fonctionnement, de tenter d’en comprendre les raisons, d’en peser les conséquences, notamment en termes d’inégalités scolaires, et de se demander ce que l’adoption d’un tel modèle révèle de l’école et de son rôle dans la société.
