Abstract

"Police Community Support Officers: Cultures and Identities within Pluralised Policing presents the first in-depth ethnographic study of Police Community Support Officers (PCSOs) since the creation of the role in 2002. Situated within the tradition of police ethnographies, this text examines the working worlds of uniformed patrol support staff in two English police forces. Based on over 350 hours of direct observation and 33 interviews with PCSOs and police constables in both urban and rural contexts, Police Community Support Officers offers a detailed analysis of the operational and cultural realities of pluralised policing from within. Using a dramaturgic framework, the author finds that PCSOs have been undermined by their own organisations from the beginning, which has left a lasting legacy in terms of their relationships and interactions with police officer colleagues. The implications of this for police cultures, community policing approaches and the success of pluralisation are examined. The author argues that while PCSOs can have similar occupational experiences to constables, their particular circumstances have led to a unique occupational culture, one which has implications for existing police culture theories. The book considers these findings in light of budget reductions and police reforms occurring across the sector, processes in which PCSOs are particularly vulnerable." -- Publisher's description.

Abstract

Starting in the 1930s, urban police forces from New York City to Montreal to Vancouver established youth squads and crime prevention programs, dramatically changing the nature of contact between cops and kids. Gone was the beat officer who scared children and threatened youth. Instead, a new breed of officer emerged whose intentions were explicit: befriend the rising generation. Good intentions, however, produced paradoxical results. In Youth Squad Tamara Gene Myers chronicles the development of youth consciousness among North American police departments. Myers shows that a new comprehensive strategy for crime prevention was predicated on the idea that criminals are not born but made by their cultural environments. Pinpointing the origin of this paradigmatic shift to a period of optimism about the ability of police to protect children, she explains how, by the middle of the twentieth century, police forces had intensified their presence in children's lives through juvenile curfew laws, police athletic leagues, traffic safety and anti-corruption campaigns, and school programs. The book describes the ways that seemingly altruistic efforts to integrate working-class youth into society evolved into pervasive supervision and surveillance, normalizing the police presence in children's lives. At the intersection of juvenile justice, policing, and childhood history, Youth Squad reveals how the overpolicing of young people today is rooted in well-meaning but misguided schemes of the mid-twentieth century.

Met het begrip ‘legitimiteit van de politie’ wordt de mate van vertrouwen die burgers in de politie hebben en het gezag dat zij aan deze organisatie toekennen, uitgedrukt. Het begrip kent feitelijke elementen (zowel vertrouwen hebben in, accepteren van, als betrouwbaar beoordelen) en normatieve elementen (vinden dat de politie functioneert zoals het hoort en gerechtvaardigd optreedt). Een politie die een grote mate van legitimiteit kent, wordt beter gehoorzaamd en hoeft minder gewelds- en machtsmiddelen in te zetten omdat ze kan volstaan met overtuigen. Er is de politie dan ook veel aan gelegen te zorgen dat ze legitiem functioneert. In dit themanummer gaan we in op de legitimiteit van politie in het algemeen: hoe is het gesteld met de legitimiteit van de politie in België en Nederland? Hoe is de legitimiteitstoekenning gespreid over delen van de bevolking? Verder gaan we in op bepaalde vormen van optreden door de politie (bv. procedureel rechtvaardig optreden) en factoren die een impact kunnen hebben op de legitimiteitstoekenning door de burger (bv. maatschappelijke ontwikkelingen, corruptie/schandalen, selectiviteit, gebruik van geweld).

Abstract

This book focuses on the special and unique potential that universities have to offer within the context of people fleeing their homes and seeking asylum and integration. Starting with social diversity as a prerequisite for European urban development, an experimental and transdisciplinary approach to the design of socially integrative learning locations and educational spaces is presented as part of an ‘Open University’. The publication results from the ‘PLACE of IMPORTANCE’ teaching and research project, which includes planning, architectural-artistic and social thinking and actions in equal measure with the intention of creating socio-spatial interventions through learning with and from each other and to bring about their transformation into open educational spaces that exist for the long term. The concept that this approach employs has been specifically applied in Neu Marx. One of the largest refugee shelters in the city of Vienna has been built over recent years in this section of the inner-city development area that is the Erdberger Mais. A new setting for TU Wien as an Open University was established in its neighbourhood and at almost the same time with ‘OPENmarx’. The implementation and use of OPENmarx as a ‘place of importance’ has opened up new possibilities for joint activities and learning, which are reflected in this book as examples of new approaches to the sustainable transformation of towns and cities. Against the backdrop of the international education-policy and planning-theory debates about municipal education landscapes, the potential of institutions and regions for innovative learning processes at a university that is opening itself up to society are explored and illustrated on the basis of reference examples with the intention of then outlining the multifaceted activities carried out by the project team in Neu Marx: social spaces were analysed, space-appropriation options tested, short films produced, furniture built, games developed, stories told and much more in conjunction with students, further lecturers and refugees. Finally, a preliminary résumé of the entire development process was drawn up and the associated opportunities and challenges for the implementation of socially integrative processes and locations were summarised. This book also offers background information and atmospheric impressions that have been woven into the publication as graphically highlighted text and image levels.
