This brief analyzes the social, historical and societal circumstances influencing the emergence of Islamist extremism in Kosovo and countries of the region. It discusses the creation of propagandist infrastructure by foreign organizations to spread radical ideology and instigate inter-religious conflicts in order to establish an Islamist extremist movement, and highlights the camouflaged activities of humanitarian organizations funding terrorism. This brief focuses particularly on examining the development and concrete manifestation of Islamism and the latent risks posed by Islamist extremism not just for the national security of Kosovo but also for the peace and safety of the entire region. Examining the development, effects and latent risks posed by Islamist extremism in the Balkans, Islamist Extremism in Kosovo and the Countries of the Region will be useful to scholars, policy-makers, and law enforcement practitioners working in counter-terrorism, as well as those interested in the unique sociopolitical climate of the Balkans.

Since 9/11, we have lived in an age of counterterrorism in which the spectre of terrorism justifies increasingly repressive and violent measures. Against this backdrop, legal scholars and human rights advocates have encouraged integration of human rights into the discourse of counterterrorism as the best way to counter such repression and violence. This book challenges that received wisdom by showing the ambiguous effects of such converged discourse on developing countries. It highlights the effect of terrorism discourse on human rights in two developing countries, viz., the Philippines and Indonesia, the efforts of local advocates in resisting abuses in the name of counterterrorism, and the persistence of violations despite legal and policy reforms in those countries. Applying a novel analytic framework drawn from critical terrorism studies and critical international law, the book provokes new thinking on the future of human rights advocacy in the age of counterterrorism.

This book examines the existing counter-terrorism laws and practices in the six-member East African Community (EAC) as it applies to a range of law enforcement and military activities under various international legal obligations. Bailey provides a comparative examination of existing national law for EAC countries, including compliance with obligations under international human rights and international humanitarian law, and offers a range of legal reform recommendations. This book addresses two primary, related research questions: To what extent do the current national counter-terrorism laws and practices of the EAC Partner States comply with existing international human rights safeguards? What laws or practices can the EAC adopt to achieve better compliance with human rights safeguards in both civilian and military counter-terrorism operations?
