Abstract

De procedurevoorschriften rond tucht worden maar al te vaak als een belemmering gezien voor het voeren van een personeelsbeleid op maat. Om de stap naar tucht wat makkelijker te kunnen zetten, werden twee handige draaiboeken uitgewerkt: ‘Tucht in Vlaamse lokale besturen’ en ‘Preventieve schorsing in Vlaamse lokale besturen’. In deel 1 ’Tucht in lokale Vlaamse besturen’ wordt het lokaal bestuur stap voor stap begeleid bij het opstarten en uitvoeren van een tuchtprocedure tegen een statutair personeelslid. Deel 2 ‘Preventieve schorsing in Vlaamse lokale besturen’ gaat dieper in op de procedure voor preventieve schorsing. In dit hoofdstuk wordt het lokaal bestuur begeleid bij het opstarten en uitvoeren van een procedure waarbij een statutair personeelslid preventief wordt geschorst. In dit naslagwerk is er naast de juridische omschrijving, de vormvereisten en procedurele verplichtingen, aandacht voor bijzondere situaties. Tevens worden er modellen van beslissingen of brieven aangereikt. De basisbeginselen voor het tuchtrecht voor statutaire personeelsleden binnen de lokale sector zijn vastgesteld in het decreet van 22 december 2017 over het lokaal bestuur. De procedurevoorschriften zijn uitgewerkt in het Tuchtprocedurebesluit van de Vlaamse Regering van 20 juli 2018. Beide regelgevende teksten vormen de leidraad van deze publicatie.

A sustainable European workforce has become increasingly relevant in our present day and age. Flexibility and job insecurity are omnipresent; organizational workforces are displaying growing diversity with respect to age, gender, ethnicity and family status; and Europe's welfare states are delegating more and more responsibility for the well-being of workers to employers. Now more so than ever, organizations need to consider investing in workers to improve their performance and level of satisfaction. These investments can take many forms, including flexible work arrangements, training plans, child-related policies and health programs. The crucial question is how to make this happen. Why do some organizations invest more and others less in their employees? Why do some employees make use of these investments and while others do not? Abstract

Managing skills is at the core of Human Resources Management.
