Abstract

La 4e de couverture indique : "Cet ouvrage présente les résultats d'un programme international de recherche consacré à l'étude de l'eau dans le Maghreb romain. L'objectif principal y était de faire réfléchir et dialoguer des spécialistes de différentes disciplines : historiens, archéologues, géographes. La première partie est une approche croisée des différentes méthodologies mises en œuvre quand il est question de la gestion de l'eau dans l'Afrique romaine, mais aussi dans d'autres régions de l'Empire à titre de comparaison. Sont ainsi exposés le traitement des sources écrites - littéraires, juridiques, gromatiques et épigraphiques -, l'application des méthodes géoarchéologiques, ainsi que la modélisation par le biais d'un Système d'Information Géographique. La deuxième partie traite de la gestion de l'eau à l'échelle de différents territoires, ruraux et urbains. Elle a porté l'attention sur différents cas d'étude qui mettaient en avant la diversité des territoires et des échelles en envisageant aussi bien des régions entières (la plaine du Gharb et le territoire de Volubilis au Maroc, la Tripolitaine occidentale tunisienne) que des cités ou des édifices. La troisième partie est consacrée à l'approvisionnement en eau de différentes communautés humaines et aux ouvrages hydrauliques indispensables pour acheminer l'eau et la rendre accessible au public visé. Ce volume offre ainsi un état des lieux de la recherche sur une histoire de l'environnement du Maghreb romain et sur l'impact de Rome sur un tel paysage."

Abstract

Water and its improved governance are critical for economic growth, social inclusiveness and environmental sustainability. Three years after the adoption of the OECD Water Governance Principles, this report takes stock of their use and dissemination. It provides a water governance indicator framework and a set of evolving practices for bench-learning, building on lessons learned from different countries and contexts. Based on an extensive bottom up and multi-stakeholder process within the OECD Water Governance Initiative (WGI), these tools are conceived of as voluntary methodologies to be carried out at country, region, basin and/or city levels to improve water policies. The indicator framework is composed of a traffic light system based on 36 input and process indicators and a checklist with questions on a number of more specific governance conditions. The framework concludes with an action plan to help prioritise steps towards better design and implementation of water policies.

Abstract

This book describes the impact of modernization on the organization and sustainability of Urban Water Systems in Europe (UWSEs). Bolognesi explains that the modernization of UWSEs was a regulatory shock that began in the 1990s and was put into action with the EU Water Framework Directive in the year 2000. This process sought to reorganize water governance in order to achieve certain sustainability goals, but it fell short of expectations. Modernization and Urban Water Governance provides an update on the organization and sustainability of UWSEs, while drawing from a comparative analysis of German, French, and English water models and an institutionalist explanation of the current situation. With a focus on transaction costs, property rights allocation and institutional environments, this book argues that the modernization of UWSEs tends to depoliticize these systems and make them more resilient but also limits their potential for sustainable management. This book will be relevant to those wishing to understand the real impacts of water reform in Europe according to national contingencies.

Abstract

This book offers new research on urban policy innovations that promote the application of blue-green infrastructure in managing water resources sustainably. The author argues that urban water managers have traditionally relied on grey infrastructural solutions to mitigate risks with numerous economic and environmental consequences.
