Abstract

After decades of solely relying on the United States for its national security needs, Japan has begun to actively develop and deepen its security ties with a growing number of countries and actors in the Asia-Pacific region and Europe. This is a development that has further intensified under the Shinzo Abe administration. This book provides a comprehensive analysis of the motives and objectives from both the Japanese and the partner-countries' perspectives. It asks what this might mean for the security architecture in the Asia-Pacific region and what lessons can be learned for security cooperation more broadly. It examines in detail Japan's partnerships with Australia, India, countries and multilateral security fora in East Asia, as well as with the EU and some of its member states. Since the mid-2000s under LDP and DPJ administrations, bilateral security partnerships accelerated and today go beyond non-traditional security issue areas and extend far into traditional security and military affairs, including the exchange and joint acquisition of military hardware, military exercises and capacity building. It is argued that these developments will have wide ranging implications for the security architecture in the Asia-Pacific, all of which are explored in this collection.

Abstract

As tensions between China and Japan increase, including over the disputed islands in the East China Sea, Japan has adopted under Prime Minister Abe a new security posture. This involves, internally, adapting Japan's constitutional position on defence and, externally, building stronger international relationships in the Asia-Pacific region and more widely. This book presents a comprehensive analysis of these developments. It shows how trust and cooperation with the United States, the only partner with which Japan has a formal alliance, is being rebuilt, discusses how other relationships, both on security and on wider issues, are being formed, in the region and with European countries and the EU, with the relationships with India and Australia being of particular importance, and concludes by assessing the likely impact on the region of Japan's changing posture and new relationships.

Abstract

In this his latest work, Gavan McCormack argues that Abe Shinzo's efforts to re-engineer the Japanese state may fail, but his radicalism continues to shake the country and will have consequences not easy now to predict. The significance of this book will be widely recognized, particularly by those researching contemporary world politics, international relations and the history of modern Japan. McCormack here revisits and reassesses his previous formulations of Japan as construction state (doken kokka), client state (zokkoku), constitutional pacifist state, and colonial state (especially in its relationship to Okinawa). He adds a further chapter on what he calls the 'rampant state', that outlines the increasingly authoritarian or ikkyo (one strong) turn of the Abe government in the fifth year of its second term. And he critically addresses the Abe agenda for constitutional revision.

Abstract

Relations between the EU and East Asia have consistently expanded in recent years, particularly between the EU and Japan. Against the background of negotiations on an economic and strategic partnership agreement, the EU-Japan relationship is set to become the single most comprehensive 'region-to-state'relationship the world has known today, accounting for more than a third of world GDP and a combined population of more than 600 million people. This book addresses the potential role of the EU, in cooperation with Japan, to craft a stable and prosperous mode of governance in the Asian region. In today's globalized world seemingly defined by waxing Chinese power and waning American power, the book reflects the lack of appreciation for an EU-Japan concert in maintaining and developing multilateral principles. It aims towards fortifying this relationship by acknowledging that in order to enhance the credibility and capabilities of such an alliance, it is necessary to take stock of where the partnership stands today, what kind of obstacles still need to be overcome and which options have been left untouched. By introducing state-of-the-art empirical research in multiple fields, this book will be of key interest to students and scholars of international relations, comparative regionalism, the European Union and Japanese politics.
