In May 1950, five years after the second of two catastrophic wars, European nations began building a magnificent structure of institutional cooperation and open trade borders to secure peace and prosperity. Then, in 1969, they took an astonishingly ill-advised leap towards a single currency-requiring a single monetary policy for vastly divergent economies. This was economic folly, critics untiringly warned. Worse, it carried the seeds of political division. Europe's leaders went forward unheeding, and in January 1999, the tragedy of the euro began. This vivid and compelling chronicle describes how the euro improbably emerged through a narrow historical window as a flawed compromise wrapped in a false pro-European rhetoric of peace and unity.

This book surveys Poland’s move from being a post-feudal, backward, peripheral country to being a modern, capitalist, European state: from the partition of the commonwealth of Poland and Lithuania to the abolishment of ‘second serfdom’; late industrialization to state socialism; post-partition fragmentation to post-Second World War westward dislocation; and from the ‘Solidarność’ movement to accession into the European Union. Could Poland really be considered an ‘underdeveloped’ nation throughout the last 200 years? What factors contributed to its ‘backwardness’? Has Poland yet managed to catch up with the West? This book, the first overview of the modern economic history of Poland to be published in English, addresses these and many other questions crucial for developing our understanding of the economic history of modern Central-Eastern Europe. The economic development of Poland is analyzed through data and statistics, as well as through analysis of the ideas that paved the way for the politics of economic and social modernization. Piotr Koryś teaches economic history at the Faculty of Economic Science at the University of Warsaw, Poland. He also holds the position of Research Fellow at the same institution. He spent the academic year 2016-2017 as Visiting Research Fellow at the Institute for Human Sciences, Vienna, Austria, wherein he worked on this book. His research interests focus on both quantitative and qualitative modern economic histories of Poland and Central Eastern Europe.

This book explores the increased necessity of organizations to encourage human talent in the globalized economy, with particular emphasis on the impact in Eastern Europe. This book explores the role of national fiscal policies in a selected group of Euro-area countries under the European Economic and Monetary Union (EMU). In particular, the authors characterize the response of output to fiscal consolidations and expansions in the small Euro-area open economies affected by high public and private debt. It is shown that the macroeconomic outcome of fiscal shocks is strongly related to debt levels. The Euro-area countries included in the investigation are Greece, Ireland, Italy, the Netherlands, Spain, and Portugal, over the sample period 1999–2016, i.e., the EMU period. The main econometric tools used in this research are structural vector autoregressive (VAR) models, including panel VAR models. The available literature relating to the subject is also fully reviewed. A further closely investigated topic is the potential spillover effects of German fiscal policies on the selected small Euro-area economies. Moreover, in the perspective of the evolution of the Euro Area towards a full Monetary and Fiscal Union, the authors study the effects of area-wide government spending shocks on aggregate output and other macroeconomic variables during the EMU period. The closing chapter of the book considers evidence on the consequences of austerity policies for European labour markets during recent years.

This volume of intellectual biography records the work of Michał Kalecki’s maturity: his work on monetary economics and the theory of profits; his work on the problems of socialism and developing countries; and the extension of his theory of capitalism to define his work in relation to Keynes and previous political economic principles. Kalecki had, by 1939, laid out the essential elements of his theory of the business cycle in capitalism. This book begins at Oxford where, at the Institute of Statistics, he worked on the economic planning and financing of World War Two, as well as extending and detailing the particulars of his theory and examining the conditions for full employment in the post-War international monetary and financial system. Kalecki would then work for the United Nations on full employment, inflation, and developing countries. He departed from the United Nations in 1955, and returned to Poland to extend two new directions of his ideas – on the economics of developing countries and his theory of growth in the socialist economy, alongside further work on business cycles. This book is essential reading for all those who want to understand Kalecki’s lasting contribution to economic theory and policy.

This edited collection provides a comprehensive geographic and chronological overview of the decentralisation processes in the successor states of former Yugoslavia and Albania during their transition and EU integration years, from 1990 until 2016. These countries present a unique laboratory for the analysis of economic, social and political change, having traversed armed conflicts, dramatic economic and political changes, and EU pre-accession processes involving deep institutional reform. They have also endured the Eurozone crisis, which has led to high levels of unemployment, wide fiscal gaps and dangerously high levels of indebtedness. Observing the quarter century-long transition from socialism to capitalism through the prism of decentralisation sheds new light on studying the political economy of the region and the current status of the individual countries in terms of economic development and their EU integration progress. The contributors enrich the wider literature on fiscal decentralisation in transition countries by exploring several broad questions on democratisation, the political economy of post-communist transition, the role of external actors in policy transfer and the issue of financial stability in the post-crisis period. William Bartlett is Visiting Senior Research Fellow at the London School of Economics and Political Science, UK. He is coordinator of the LSEE Research Network on Social Cohesion in South East Europe and has carried out numerous research and consultancy projects, including those for the European Commission, the European Parliament, the Council of Europe, the European Training Foundation, UNDP and UNICEF. Sanja Kmezić is Lecturer at the Karl Franzens University of Graz, Austria. Kmezić is a co-founder of the non-profit think tank European Research Academy Belgrade (EURAK), Serbia and has worked as an advisor on various international development programmes aimed at local government and public administration reform. Katarina Đulić is Associate Professor at the Faculty of Economics, Finance and Administration in Belgrade, Serbia. She is also a co-founder of EURAK and has carried out numerous consultancy projects for the International Finance Corporation, USAID and SECO aimed at governance and public financial management reform.
