Ik heb er, net als vele andere vrijwilligers, de handen vuilgemaakt én uitgestoken op een van de schrijnendste plekken die ik ooit zag. De leefomstandigheden waren mensonterend. Ze zijn nog niet veranderd, want vandaag verblijven nog steeds duizenden mensen in dergelijke kampen in Noord-Frankrijk. Er zijn mensen gestorven na gevechten om een bakje rijst. Kinderen, mannen en vrouwen zaten in barakken en tentjes, tussen de ratten. Duizendenmensen zonder middelen op elkaar gepakt, met honger en afhankelijk van de goodwill van vrijwilligers.' Après la rupture du front de Catalogne, près d'un demi-million de réfugiés venus d'Espagne entrent en France par les Pyrénées-Orientales en à peine deux semaines. Ils sont officiers et soldats de l'armée républicaine, brigadistes, paysans, ouvriers, intellectuels et artistes, espagnols ou internationaux. A leur arrivée, ils sont placés dans des camps du sud de la France où ils sont identifiés et comptabilisés par les services de la Sûreté nationale. Derrière les barbelés de la plage à Argelès-sur-Mer, au camp disciplinaire "spécial" de Collioure, dans les baraques du camp du Vernet, s'entassent les réfugiés de cet exode massif que l'on appelle la Retirada. Ils sont les premiers étrangers à subir collectivement des mesures coercitives de contrôle, d'internement et d'exclusion. Ils sont les "indésirables". Cet ouvrage analyse le rôle trop peu connu de la IIIe République et des services de police dans l'établissement et le maintien des camps, qui seront repris par le régime de Vichy.
