Abstract

This research examines how individuals are coping with the failing mass transit mobility networks and systems within a context of instability marked by securitization and differentiation. The research studies the context of Beirut, Lebanon after the end of 15 years of war (1975-1990), and the start of reconstruction period. After reconnecting the war-time divided city, urban mobility was vital to reinstating a return to everyday urban life, yet it had to cope with the country’s perpetual instabilities. Building on information from the researchers’ observations, interviews with various stakeholders and literature about the capital city, this research presents a reading of the current differentiated mobility experiences in Beirut. On one hand, the research investigates the chain of interests in mobility networks and systems in relation to public and private actors, and within a context seeking to provide security while lacking the appropriate infrastructure to cope with population and urban dynamics. The manifestation of “informal practices” in the mobility system is characterized by being resilient to the apparent chaos in the transportation system. It is a reflection of a mitigation tool responding to instability and the absence of public transport, which is necessary for an equitable urban mobility. However, this mass transit system and networks is debatable in the city for being unregulated, unsafe or it doesn’t exist. On another hand, in reaction to the constant gridlocks of the state and the misconception of the public transport by the city, grassroots initiatives raised from the society to reframe the debates regarding the mass transit networks while promoting, exposing and making it more inclusive. The conclusion presents a critical reflection of the potential effects of these alternatives initiatives to create structural change in the mobility and transport patterns, in the internal organization of the “informal bus system”, and for the broader society and recommendations for further impacts in the society

Abstract

A wide-ranging discussion already exists within the disaster scholarship and practice on the potential social, economic and cultural repercussions of post-disaster reconstruction strategies, such as economic and social impoverishment, marginalization and disruption of social networks. In this discussion, what is not sufficiently investigated are the various roles architects (should) play in addressing/limiting these repercussions. The reality is that building professionals not only contribute to the construction of safer and more ‘resilient’ buildings in their role as designers of material artefacts; they also engage with various reconstruction agents (governmental authorities, NGOs, fund providers, community leaders, civic groups) to co-guide socially complex, multi-level, and highly intra-disciplinary rebuilding processes that could address or reinforce socio-spatial ills and hence, increase or decrease social resilience. To fill the lacunae in the scientific discourse, this master thesis investigates the multifaceted role of architects in fostering (or hindering) the resilience of disaster-affected houses and communities in and through post-disaster rebuilding and resettlement processes. The research sets out to uncover the recovery-resilience-architect nexus by bringing theories of disaster recovery and resilience, multi-level governance and political architecture in dialogue with each other. The heterogeneity of roles (social, political, physical) acquired by architects in post-disaster multi-governed recovery projects and processes is empirically covered during fieldwork conducted in the Merapi area (Indonesia) between February and March 2018. During this two-month visit, a short study of three post-2010 volcano eruption recovery programs was conducted for primary data collection. The three programs were purposively selected to dig into the multifacetedness of architects in different rebuilding strategies (varied levels of engagement, authority, impact of the profession on the beneficiaries) in order to dig out the potential and limitations of the profession in ‘building’ post-disaster resilient houses and communities. During the study, the following research methods were mobilized: document survey, semi-structured interviews with key actors (governmental officials, local architects, urban planners, local professors) and questionnaires distributed throughout the villages in which the three recovery programs were implemented. This research reveals that a multitude of different roles – single or combined - are taken up by architects who participate in reconstruction initiatives. The extent to which the chosen roles contribute to building resilience and vulnerability reduction in the contexts of heterogeneous disaster affected communities, depends largely on (1) the governance structure of each reconstruction project and its openness in bolstering multi-level interactions, (2) the understanding, respect and incorporation by architects of the cultural, political and economic specificities of each intervention area, and (3) the institutional and programming rigidities which can only be addressed when architects become radically politicized and connected with larger socio-political movements.

Abstract

Among the challenges for urban agriculture initiatives is securing access to land. Furthermore, precarious land-use contracts and often scarce support by local autho- rities create difficulties for urban agriculture initiatives to thrive. This dissertation argues that the strategies to access land should not be understood exclusively as a grassroots mobilization. The dialectic interactions between the initiatives and other types of actors, such as different state agencies or private actors are important for urban agriculture initiatives to access land. To address these challenges and see how they impact urban agriculture practices, this work illuminates the access to land for urban agriculture in the case of Ghent (Belgium) through a bottom-linked multi-level governance reading. The goal was to investigate the ways urban agriculture initiatives in Ghent have been negotiating access to land and what kind of spaces are used by urban agriculture initiatives in Ghent, as a result of these governing practices and power relations among different agents conditioning the access to land. What are the key claims and challenges to secure access to land? The case-study method was chosen to understand the employed strategies in the city-context of Ghent. Three cases were analyzed through interviews and fieldwork. They showed recent develop- ments in the multi-level interactions of the urban agriculture initiatives engaged in accessing land in Ghent. It was understood that the urban agriculture initiatives count on the support from established social networks containing multi-level actors to access land. However, precarious land-use agreements, like temporary use, are recurring in Ghent, resulting in ambiguities: The benefits of urban agriculture are supported and promoted, but the support also serves to beneficial for the Citys own puposes. The support from the City and private land-owners for different modes of land-use are improving the land accessibility and therefore also the impact of urban agriculture on a sustainable food strategy. However, there is still need for much improvement concerning structural support to the access to land for urban agriculture. The urban agriculture initiatives are trying to push these trajectories. The City has partially responded to these needs, but the actual outcomes in terms of empowerment are still uncertain and unclear.
