Abstract

Karel Poma (1920-2014) was een veelzijdig man. Uitgesproken liberaal en overtuigd vrijzinnig, humanist, vrijmetselaar, maar ook wetenschapper, auteur, politicus en weerstander. In 1974 werd hij de eerste staatssecretaris met de portefeuille van Leefmilieu, in 1981 de eerste Vlaamse Gemeenschapsminister bevoegd voor Cultuur. Zowel voor als achter de schermen van de politiek liet Karel Poma een blijvende indruk na. In 2014, enkele maanden voor zijn overlijden, blikte hij terug op zijn rijkgevulde leven. Karel Poma, vrijzinnig en liberaal werd gepubliceerd in het kader van de eerste Karel Poma-lezing 2017.

Abstract

Dean Acheson was the most influential American diplomat of the twentieth century. He shaped the pivotal shift in American foreign policy from isolation to engagement in global affairs, This critical re-evaluation of Acheson's public career analyzes his advocacy of intervention against Germany and Japan in 1939-1941, work on sanctions against Japan in 1941, contribution to the creation of new international institutions, and campaigns to secure the support of Congress and the American public. It scrutinizes his crucial role in the Truman Doctrine, the Marshall Plan, NATO, the formation of democratic governments in Germany and Japan, and involvement in the Korean War. It examines his advice on Europe and Vietnam to presidents Kennedy, Johnson and Nixon. Acheson was the architect of the policy of containing the Soviet Union that endured to the end of the Cold War. The book argues that Acheson was slower to abandon the prospect of understandings with the Soviets and the communists in China than his memoirs claim; his focus on the North Atlantic did not exclude his deep concern for Asia; and the policy of containment was part of his wider belief that American power brought the obligation to promote a stable international order.

Abstract

In recent years, Tunisia has undergone a demographic transition followed by an epidemiological transition marked by a decline in deficiency and perinatal communicable diseases, and an increase in non-communicable diseases, in particular, cardiovascular diseases, cancers, and diabetes.&#13;Cancer is one, if not the first, of the leading causes of morbidity and mortality. It is noteworthy that in developing countries, this disease is responsible for one in twenty deaths, with an upward trend. The factors identified in the incidence of cancer are the aging of the population, the adoption of the global Western lifestyle, tobacco, and alcohol. The main treatment for cancer is cancer surgery.&#13;Currently, the accessibility to health care is limited due to the lack of specialized health facilities, which explains the delay and the endless expectations of patients. This is particularly the case in the governorate of Nabeul, where we note the presence of a single surgeon oncologist for a population of 787 920 inhabitants. That's why, in this project, we tried to evaluate the possibilities of developing a medical practice specialized in cancer surgery in that city. We believe that this sector has great potential for development in that region. The pre and postoperative consultations will be conducted exclusively in the medical office, while the surgical operations will be also exclusively in private health facility.&#13;This work will allow us to define the needs and characteristics necessary for the development of a private medical practice in Nabeul. I will start by analyzing the general context of the project and then I will make a detailed analysis of the health market in Tunisia, focusing on the city of Nabeul. Then we will develop a marketing strategy to ensure that people know that we exist and that we can help them. Although every step is important, this step is especially crucial because you could have the best product or service, but if nobody knows it, you have failed. I will conclude the feasibility analysis and the potential for success of this project by defining the technical, financial and human needs for this practice to become more than just written words.

Abstract

This book provides a comprehensive account of national parliaments' adaptation to European integration. Advancing an explanation based on political parties' constitutional preferences, the volume investigates the nature and variation of parliamentary rights in European Union affairs across countries and levels of governance. In some member states, parliaments have traditionally been strong and parties hold intergovernmental visions of European integration. In these countries, strong parliamentary rights emerge in the context of parties' efforts to realise their preferred constitutional design for the European polity. Parliamentary rights remain weakly developed where federally-oriented parties prevail, and where parliaments have long been marginal arenas in domestic politics. Moreover, divergent constitutional preferences underlie inter-parliamentary disagreement on national parliaments' collective rights at the European level. Constitutional preferences are key to understanding why a 'Senate' of national parliaments never enjoyed support and why the alternatives subsequently put into place have stayed clear of committing national parliaments to any common policies. This volume calls into question existing explanations that focus on strategic partisan incentives arising from minority and coalition government. Furthermoe, it rejects the exclusive attribution of parliamentary 'deficits' to the structural constraints created by European integration and, instead, restores a sense of accountability for parliamentary rights to political parties and their ideas for the European Union's constitutional design."--

Abstract

It is often said that effective government requires a concentration of power. If we want our political leaders to adjust public policies to changing economic, social, and political circumstances, we should, in this view, leave our leaders alone: we should put in place electoral procedures that identify a clear winner in each election, and then we should let the winning political party govern without having to cooperate with others. The argument in this text is that this view is mistaken, since it seriously underestimates the ability of political decision makers to overcome democratic paralysis by compensating losers (groups that stand to lose from a reform).
