For the United States, asymmetric warfare has emerged as the 'new normal'. The large-scale conventional campaigns that typified U.S. military engagements for much of the twentieth century are increasingly things of the past. Instead, the quarter-century since the end of the Cold War and the collapse of the U.S.-Soviet balance of power has seen irregular war truly come of age, with more and more hostile nations pursuing asymmetric means in order to secure the strategic advantage vis-a-vis the United States. In this volume, a group of leading national security practitioners and subject matter experts come together to analyze the asymmetric strategies being pursued today by the United States' main state-based adversaries - Russia, China, Iran, and North Korea - and the explore how U.S. policymakers can respond more effectively to them.

In a collective monograph prepared by specialists of the National Institute for Strategic Studies, for the first time in domestic and world science, the phenomenon of global hybrid warfare in the perspective of Russian aggression against the country has been studied in detail. The essence of hybrid warfare is considered in the context of the systemic crisis of world security, and its phenomenon - as the latest form of global confrontation. The reasons and preconditions of the Russian aggression against Ukraine, its strategic goals, as well as the peculiarities of hybrid warfare in various dimensions: military, political, economic, social, humanitarian, informational are considered in detail. The local successes of our state in counteracting the hostile plans of the Russian Federation in certain directions are analyzed. The general conclusion is made that Ukraine has proved its ability as a state that defends its sovereignty in the fight against the aggressor. "Many policymakers and analysts have expressed concerns about Russian use of "hybrid warfare," especially against Estonia and Latvia, which have significant Russian-speaking populations. The author of this report analyzes the hybrid threat to the Baltics by dividing potential Russian aggression in three categories: nonviolent subversion, covert violent action, and conventional warfare supported by subversion. The author finds that, given the growing integration of Russian speakers and high capacity of the Baltic states, Russia will have difficulty using nonviolent or covert action to subvert the Baltics absent the use of conventional force, and hence the Baltics' main vulnerability stems from Russia's local superiority in conventional forces. While improving the conventional deterrent in the region is important, the United States and its NATO allies should also address the potential for all forms of Russian aggression across the conflict spectrum. To this end, the author recommends an improved strategic communications campaign aimed at Russian speakers, measures to strengthen the Baltic states' security forces, and ensuring that any NATO deployment in the region does not unintentionally increase the potential for Russian subversion or miscalculation"--Publisher's description.

The first book to offer a rigorous, sophisticated analysis of ISIS's rhetoric and why it is so persuasive ISIS wages war not only on the battlefield but also online and in the media. Through a close examination of the words and images ISIS uses, with particular attention to the "digital caliphate" on the web, Philippe-Joseph Salazar theorizes an aesthetic of ISIS and its self-presentation. As a philosopher and historian of ideas, well versed in both the Western and the Islamic traditions, Salazar posits an interpretation of Islam that places speech-the profession of faith-at the center of devotion and argues that evocation of the simple yet profound utterance of faith is what gives power to the rhetoric that ISIS and others employ. At the same time, Salazar contends that Western discourse has undergone a "rhetorical disarmament." To win the fight against ISIS and Islamic extremism, Western democracies, their media, politicians, and counterterrorism agencies must consider radically changing their approach to Islamic extremism.
