Abstract

The relationship between customary land tenure and ‘modern’ forms of landed property has been a major political issue in the ‘Spearhead’ states of Melanesia since the late colonial period, and is even more pressing today, as the region is subject to its own version of what is described in the international literature as a new ‘land rush’ or ‘land grab’ in developing countries. This volume aims to test the application of one particular theoretical framework to the Melanesian version of this phenomenon, which is the framework put forward by Derek Hall, Philip Hirsch and Tania Murray Li in their 2011 book, Powers of Exclusion: Land Dilemmas in Southeast Asia. Since that framework emerged from studies of the agrarian transition in Southeast Asia, the key question addressed in this volume is whether ‘land transformations’ in Melanesia are proceeding in a similar direction, or whether they take a somewhat different form because of the particular nature of Melanesian political economies or social institutions. The contributors to this volume all deal with this question from the point of view of their own direct engagement with different aspects of the land policy process in particular countries. Aside from discussion of the agrarian transition in Melanesia, particular attention is also paid to the growing problem of land access in urban areas and the gendered nature of landed property relations in this region.

Abstract

"Homesteading the Plains offers a bold new look at the history of homesteading, overturning what for decades has been the orthodox scholarly view. The authors begin by noting the striking disparity between the public's perception of homesteading as a cherished part of our national narrative and most scholars' harshly negative and dismissive treatment.

Homesteading the Plains reexamines old data and draws from newly available digitized records to reassess the current interpretation's four principal tenets: homesteading was a minor factor in farm formation, with most Western farmers purchasing their land; most homesteaders failed to prove up their claims; the homesteading process was rife with corruption and fraud; and homesteading caused Indian land dispossession. Using data instead of anecdotes and focusing mainly on the nineteenth century, Homesteading the Plainsdemonstrates that the first three tenets are wrong and the fourth only partially true. In short, the public's perception of homesteading is perhaps more accurate than the one scholars have constructed.

Homesteading the Plainsprovides the basis for an understanding of homesteading that is startlingly different from current scholarly orthodoxy.

Abstract

This volume takes a fresh look at the land question in India. Instead of re-engaging in the rich transition debate in which the transformation of agriculture is seen as a necessary historical step to usher in dynamic capitalist (or socialist) development, this collection critically examines the centrality of land in contemporary development discourse in India. Consequently, the focus is on the role of the state in pushing a process of dispossession of peasants through direct expropriation for developmental purposes such as acquisition of land by (local) states for infrastructure development and to support accumulation strategies of private business through industrialisation.
