From social media to mortgage-backed securities, innovation carries both risk and opportunity. Groups of people win, and lose, when innovation changes the ground rules. Looking beyond formal politics, this new book by Cristie Ford argues that we need to recognize innovation, and financial innovation in particular, as a central challenge for regulation. Regulation is at the leading edge of politics and policy in ways that we have not yet fully grasped. Seemingly innocuous regulatory design choices have clear and profound practical ramifications for many of our most cherished social commitments. Innovation is a complex phenomenon that needs to be understood not only in technical terms, but also in human ones. Using financial regulation as her primary example, Ford argues for a fresh approach to regulation, which recognizes innovation for the regulatory challenge that it is, and which binds our cherished social values and our regulatory tools ever more tightly together.

In a time of great need for Britain, a small coterie of influential businessmen gained access to secret information on industrial mobilization as advisers to the Principal Supply Officers Committee. They provided the state with priceless advice, but, as "insiders" utilised their access to information to build a business empire at a fraction of the normal costs. Outsiders, in contrast, lacked influence and were forced together into a defensive "ring" or cartel - which effectively fixed prices for British warships. By the 1930s, the cartel grew into one of the most sophisticated profiteering groups of its day. This book examines the relationship between the private naval armaments industry, businessmen, and the British government defence planners between the wars. It reassesses the concept of the military-industrial complex through the impact of disarmament upon private industry, the role of leading industrialists in supply and procurement policy, and the successes and failings of government organisation. It blends together political, naval, and business history in new ways, and, by situating the business activities of industrialists alongside their work as government advisors, sheds new light on the operation of the British state. This is the story of how these men profited while effectively saving the National Government from itself.

How can industrial production be managed without the guidance of the state? Adnan Naseemullah discusses industrial development in a new era of drastically constricted state capacity, from the perspective of the manufacturing firm. India's manufacturing economy has been growing after state promotion has receded. How, then, does Indian manufacturing develop in this context? Naseemullah argues that Indian firms must create production structures themselves, investing in networks of capital and labor without signals from above. Depending on manufacturers' backgrounds, these relationships are based either on formal rules or through personal ties, creating a patchwork of institutions that crosscut region and sector. As a result, many firms have been able to regain some certainty for investment, but at the cost of national coherence and the possibility of broader transformation. As a mirror case, this book also explores Pakistan's industrial trajectories, in which similar dynamics suggest the broader applicability of this framework.

Urban re-industrialisation could be seen as a method of increasing business effectiveness in the context of a politically stimulated ‘green economy’; it could also be seen as a nostalgic mutation of a creative-class concept, focused on 3D printing, ‘boutique manufacturing’ and crafts. These two notions place urban re-industrialisation within the context of the current neoliberal economic regime and urban development based on property and land speculation. Could urban re-industrialisation be a more radical idea? Could urban re-industrialization be imagined as a progressive socio-political and economic project, aimed at creating an inclusive and democratic society based on cooperation and a symbiosis that goes way beyond the current model of a neoliberal city? In January 2012, against the backdrop of the 2008 financial crisis, Krzysztof Nawratek published a text in opposition to the fantasy of a ‘cappuccino city,’ arguing that the post-industrial city is a fiction, and that it should be replaced by ‘Industrial City 2.0.’ Industrial City 2.0 is an attempt to see a post-socialist and post-industrial city from another perspective, a kind of negative of the modernist industrial city. If, for logistical reasons and because of a concern for the health of residents, modernism tried to separate different functions from each other (mainly industry from residential areas), Industrial City 2.0 is based on the ideas of coexistence, proximity, and synergy. The essays collected here envision the possibilities (as well as the possible perils) of such a scheme.
