Time Frames provides a reconnaissance on the conservation rules and current protection policies of more than 100 countries, with particular attention to the emerging nations and twentieth-century architecture. The contributions illustrate the critical issues related to architectural listings, with a brief history of national approaches, a linkography and a short bibliography. "Syria's monuments : their survival and destruction examines the fate of the various monuments in Syria (including present-day Lebanon, Jordan and Palestine/Israel) from Late Antiquity to the fall of the Ottoman Empire in the early 20th century. It examines travellers' accounts, mainly from the 17th to 19th centuries, which describe religious buildings and housing in numbers and quality unknown elsewhere. The book charts the reasons why monuments lived or died, varying from earthquakes and desertification to neglect and re-use, and sets the political and social context for the Empire's transformation toward a modern state, provoked by Western trade and example. This book provides a comprehensive analysis not only of the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, but of the historical background that led to the adoption of the Convention and of the ways in which it is implemented around the world. It also includes the texts of other significant legal instruments which seek to provide international protection for cultural objects. Theft and illicit traffic in objects of cultural heritage cause major problems for protection and conservation. This is so whether they come from archaeological sites, museum collections, private houses or elsewhere. However, how to deal with these problems is difficult, particularly when the objects have been transported from one country to another. There are practical difficulties, such as identification and who pays for the investigative work, prosecution, and return of the objects. Overlaying all are the legal standards used to determine who the owner is and whether the objects should be returned. When UNESCO adopted the Convention in 1970 it was a truly significant event in the protection of cultural objects. This book studies the developments which led to its creation, and how it has been interpreted and implemented. The birth of the Convention led to a range of other instruments and techniques to protect cultural objects. Some have been successful, some not so. These later instruments are studied here with suggestions for improvement. The final chapter looks to the issue of return; the mechanics of which received little attention in 1970.

Depuis l'adoption, par l'UNESCO, de la Convention pour sa sauvegarde, le patrimoine culturel immatériel a pris une importance grandissante dans le monde académique, d'abord dans les programmes de recherche, puis dans les formations universitaires. Face au constat que la librairie francophone n'offre aucun support écrit quelque peu systématique couvrant largement les matières liées au PCI, les enseignants de la Formation en PCI des universités de Liège et de Namur ont décidé de publier un tel manuel, interdisciplinaire. Ethnologue, historien, juriste, économiste du tourisme, géographe, archéologue, muséologue, spécialiste de la communication, les auteurs du présent ouvrage reflètent une large diversité de disciplines et d'origines géographiques. Destiné à l'ensemble du monde francophone, voire au-delà, le manuel accueille aussi des regards de spécialistes sur la situation de la politique du PCI en Belgique, France, Québec, Suisse et Afrique francophone. The internet as a platform for facilitating human organization without the need for organizations has, through social media, created new challenges for cultural heritage institutions. Challenges include but are not limited to: how to manage copyright, ownership, orphan works, open data access to heritage representations and artefacts, crowdsourcing, cultural heritage amateurs, information as a commodity or information as public domain, sustainable preservation, attitudes towards openness and much more.
Participatory Heritage uses a selection of international case studies to explore these issues and demonstrates that in order for personal and community-based documentation and artefacts to be preserved and included in social and collective histories, individuals and community groups need the technical and knowledge infrastructures of support that formal cultural institutions can provide. In other words, both groups need each other.
