Abstract

En 64 avant J.-C., Marcus Cicéron est candidat au consulat. Son frère cadet Quintus rédige pour lui un Petit manuel de la campagne électorale, qui expose les rouages d’une élection à haut risque, et détaille les démarches attendues du candidat, offrant ainsi un tableau saisissant du système politique romain. Chemin faisant, il pose des questions toujours d’actualité : comment concilier séduction électorale et fidélité à soi-même et à ses principes ? Comment rassembler le plus grand nombre autour de sa candidature, et ménager les intérêts des diverses classes sociales ? Quelques années plus tard, Quintus dirige la province d’Asie : Marcus lui adresse alors deux longues lettres, qui examinent son exercice et brossent le portrait du gouverneur idéal, autour d’autres questions fondamentales : comment exercer un pouvoir absolu sans verser dans la tyrannie ?
