Les ONG, pouvoir ou contre-pouvoir ? Puissances occultes ou chantres de la transparence ? Mouvements sociaux ou institutions ? Entreprises ou associations à but non lucratif ? L’acronyme un peu désuet d’ONG cache en fait une myriade d’organisations fort diverses. Au sein d’une telle nébuleuse, ce livre explore essentiellement les associations de solidarité internationale (ASI) qui interviennent dans les pays en développement à une échelle globale. De pair avec leur multiplication et leur montée en visibilité dans les médias, celles-ci font en effet l’objet de nombreuses critiques qui ont trait à leur marchandisation, leur institutionnalisation, leur instrumentalisation politique, leur impact, la qualité de leurs actions et la façon de les évaluer. Pour autant, ce livre n’est pas seulement une analyse critique des ONG. Il est aussi et surtout une analyse de la critique contre les ONG. L’auteur s’appuie sur les données de l’Observatoire de l’Action humanitaire pour mobiliser à la fois les réflexions menées sur l’impact de l’aide et celles sur le fonctionnement des ONG. Dans le champ des études académiques, les deux sont souvent dissociées. Il importe en conséquence de les combiner pour mieux comprendre la complexité des tensions à l’œuvre dans les efforts de promotion d’un développement « humanitaire ».

"The book assesses the role of three pro-European pressure groups (the European Union of Federalists, the Socialist Movement for the United States of Europe, and the European League for Economic Cooperation) and their impact in fostering new relations between Europe and the colonies between 1947 and 1957. It argues that the association of the overseas territories into the European Economic Community in 1957, the founding stone of today's European policy for aid and development, was to a large extent the result of the intense intellectual activity that took place in these transnational groups upstream of the signature of the Treaty of Rome. A transnational approach of these groups uncovers the broader objectives of the European policy: that the association would in the long run revive the declining links between Europe and its overseas territories. On the one hand, part of the influential British and continental pro-European elites wanted to create a European Commonwealth which would establish new preferential and intergovernmental links between countries of the Council of Europe, the British Dominions and the European colonies. On the other hand, a number of French and Belgian pro-Europeans wanted to create a Eurafrican community, a federation linking Europe and Africa economically and politically.
