Abstract

This edited volume offers different theories useful for understanding and explaining European Union cooperation on internal security matters. Cooperation on such matters has not only flourished over the past two decades, but - more recently - has also become one of the most politicised or contested areas of European integration. Yet academic studies in the field remain predominantly empirical or not readily accessible to new scholars.The book addresses this major gap by providing a theoretical primer with a palette of options for explaining a complicated issue area, reaching across the divide of critical and more mainstream scholars that typically fragments discussion and debate. Theorizing Internal Security Cooperation in the European Union offers accessible and authoritative contributions by some of the most distinguished scholars in the field. Each chapter reviews the emergence of a major theoretical approach, the current state-of-the art for that approach, and the accompanying methodological considerations before providing an empirical illustration and an outlook on further research and dialogue with other perspectives. Abstract

This book explores changes in security governance in Europe from the 1990s, focusing on some of the most important consequences : the proliferation of ignored insecurities, including the increase of oncological diseases, environmental disasters, shadow economies reproducing neo-slavery and fiscal fraud, and the general damage to the res publica. What is the articulation of removal, reclamation and consequently the implementation of devices and the establishing of prevention practices ? Why are the majority of victims and also the control agency professionals seemingly resigned to these ignored insecurities ? Following more than 20 years of research in the area, the authors examine these questions and how the securitisation of society has been exacerbated. They argue that the primary cause of the increase in ignored insecurities is the consequence of the neoliberal turn in security governance. This book proposes an innovative approach to security governance, not only through a serious analysis of the balance of the costs and benefits, but also highlighting what is termed "ignored insecurities". The authors propose a review of the problems, showing that the governance of security is a crucial element of the contemporary political organisation of society. This impressive collection shows the limits of what governments refer to as "security". Much is left out of this governmental notion. And what it leaves out seems to have expanded as the significance of the term has grown.

La sécurité est-elle mieux pensée par ceux qui la critiquent ? De Foucault à Butler, de Bourdieu à Bauman, de Horkheimer à Honneth, les intellectuels qui se sont intéressés à nos sociétés ont permis de prendre la mesure des défis que pose la sécurité à la politique : qu'est-ce que la sécurité ? Pourquoi et comment certains problèmes deviennent-ils des enjeux de sécurité ? Quels sont les rapports entre la sécurité, la défense et le politique ? Comment analyser les pratiques que déclenche la sécurité ?
