Abstract

Projekat "Mladi u Crnoj Gori - društveni dekor ili društveni kapital?" ima za cilj da doprinese osnaživanju mladih u Crnoj Gori i njihovom aktivnom učešću u promovisanje demokratskih vrijednosti na kojima se zasniva i Evropska unija. Preciznije, cilj ovog projekta je podizanje svijesti javnosti i zainteresovanih strana o pitanjima, problemima i perspektivi mladih u Crnoj Gori, kao i jačanje kapaciteta mladih za aktivno učešće u društvenim i političkim procesima. Značaj ovog projekta se ogleda i u činjenici da omogućava sveobuhvatan uvid u jednu od najmarginalizovanijih društvenih grupa u crnogorskom društvu o kojoj se često govori u javnom diskusrsu, ali čije potrebe, stavovi, razmišljanja i mogućnosti nisu adekvatno identifikovani, analizirani. Posljedično, sami mladi nisu dovoljno osnaženi da se suoče sa svim izazovima u pozicioniranju u društvu i obezbjeđenju svog uticaja na tekuće procese. Period odrastanja za mlade sam po sebi je prilično težak, čak i u stabilnim zemljama, dok u tranzicijskim društvima, kao što je crnogorsko, koja su obilježena drastičnim promjenama društvene stvarnosti to nosi dodatnu složenost. Društvena previranja sa kojima su mlade generacije odrastale ostavile su svoj pečat.

Abstract

From the 1980s onward, billions of dollars were poured into irrigation improvement programs in Egypt. These aimed at improving local Nile water management through the introduction of more water-efficient technology and by placing management of the improved systems in the hands of local water user associations. The central premise of most of these programs was that the functioning of such associations could rely on the revival of traditional forms of social capital - social networks, norms, and trust - for their success. Gouda shows how the far-reaching social changes wrought at the village level in Egypt through the 20th century rendered such a premise implausible at best and invalid at worst.

"We live in a world that has become a resource, a world conditioned by the progressive domination of a monetary scale applied across the board. Our value and worth are contingent upon what we earn, on what we own. Amidst the increasing financialisation that characterises much of the globe, the prevailing ethos is that the only values we can usefully measure are those that can be quantified and expressed in terms of economics. Yet economic value and the value of the human are closely connected: erode the economic and you erode the personal. In the global economic crash of recent years it has been people who have been under assault not just financial value. The vulnerability of a society shaped solely by economic and monetised transactions is exposed when the economy and the monetisation of everything fails. Abstract

"In this pioneering study of democratization in Argentina, Leslie Anderson challenges Robert Putnam's thesis that democracy requires high levels of social capital. She demonstrates in Democratization by Institutions that formal institutions (e.g., the executive, the legislature, the courts) can serve not only as operational parts within democracy but as the driving force toward democracy. As Anderson astutely observes, the American founders debated the merits of the institutions they were creating. Examining how, and how well, Argentina's American-style institutional structure functions, she considers the advantages and risks of the separation of powers, checks and balances, legislative policymaking, and strong presidential power. During the democratic transition, the Argentinian state has used institutions to address immediate policy challenges in ways responsive to citizens and thereby to provide a supportive environment in which social capital can develop. Abstract

The term ‘wasta’ stems from the Arabic root for ‘middle’ or ‘medium' and describes the phenomenon of using ‘connections’ to find job, government services or other favors to circumvent bureaucracy or bypass the system as a whole. The effects of ‘wasta’ may be both positive or negative, and is not a phenomenon that is particular to the Arab or Muslim world, but also to many other cultures and regions of the world, with similar concepts popularly known as ubuntu, guanxi, harambee, naoberschop, or “old boy network” used in African, Chinese and European societies. By its very nature ‘wasta’ is an area of grey or even black information, and, like corruption to which it is most often associated, is hard to assess although country corruption perception indexes attempt to provide a quantifiable basis. In the final analysis such ratings are based on perceptions of corruption, and this perception may vary strongly depending on different societal structures and cultural modes, whether these are extended family systems, tribal, clans or more atomized societies where relationships are essentially transactional and rule based. In a western perspective where ‘wasta’ may be considered as a form of corruption, in other societies it may be perceived as something ‘natural’ and not criminal, and using one's 'wasta ' in tribal societies to help clan members is seen as a duty. The difference stems from the 'innocent ' use of 'wasta' to make introductions, as opposed to its abuse in placing unqualified persons in positions .The volume brings together academics and professional experts to examine a range of multi-faceted social, economic and political issues raised by the use and abuse of social networking, covering various topics like: ‘wasta’ interpersonal connections in family and business ties, The relationship between inequality-adjusted human development and corruption perception indexes in the Gulf region, ‘wasta’ and business networking, assessing the economic cost of ‘wasta’, ‘wasta’ and its impact on quality oriented education reform and the perceptions of young people, The use of ‘wasta’ to overcome socio-cultural barriers for women and men The volume also offers insights into social relations and ethics, and how the use of ‘wasta’ contradicts with common held religious principles, along with some country studies on Islamic principles and the use of ‘wasta’. Abstract

Much has been written of late about the need to reform school systems across the world. In like manner there have been many attempts to change school systems for the better but without a great deal of success. This, in part, has much to do with the inertia in school systems and the nature of the work. The professional isolation of teachers from one another in schools is no excuse but it is a key factor in the development of system wide professional capital. This book explores the importance of school leadership and the use of digital media to develop social capital in schools. Particular examples of school reforms that focused on developing professional capital with varying degrees of success are to be seen in the UAE, in reforms to the Australian middle school, and in attempts to reform the Community College in the USA. Throughout the book there are three powerful ideas associated with successful large scale reforms. First, there are the structural elements that all successful school systems have in common including revised curriculum standards, a reliable assessment system, technical skills of teachers and school leaders, a comprehensive data system, rewards and remuneration of workforce and policy documents to support change. Second, strategic imperatives such as the singular focus on teaching and learning for student success, the need to build workforce capacity in schools, the need to ensure system wide implementation of reforms and the importance of collaboration and team building. Third, the systematic development of professional learning communities and teacher leadership will increase social capital in schools which will ensure student success. This book looks at overcoming the inertia to school reform in education systems caused by structural deficiencies, strategic shortfalls and implementation procedures.
