This edited volume offers different theories useful for understanding and explaining European Union cooperation on internal security matters. Cooperation on such matters has not only flourished over the past two decades, but - more recently - has also become one of the most politicised or contested areas of European integration. Les partisans de la construction europeenne ont toujours avance que celle-ci avait amene la paix. Pourtant, aucune etude scientifique n'a jamais developpe une approche critique d'une telle pretention. Pour remedier a cette surprenante lacune, l'auteur etablit une typologie qui permet de reconstituer les deux conceptions principales qui s'opposent autour de cette question : celle des europeistes et celle des eurosceptiques. La confrontation dialectique entre ces deux approches constitue le fil rouge de l'ouvrage. Reprise dans chacun des chapitres, elle permet de degager un point de vue synthetique visant a depasser cette opposition. L'auteur montre que la contribution de la construction europeenne a la paix se situe dans les nuances, se demarquant ainsi des slogans irenistes des europeistes tout en demontant les arguments des eurosceptiques. Il conclut que l'UE ne pourra jamais empecher des derives extremistes et belligenes. Elle peut cependant en limiter les dommages par les regles et les institutions que les Etats membres se sont eux-memes imposes.

Traditional analyses of global security cannot explain the degree to which there is "governance" of important security issues ? from combatting piracy to curtailing nuclear proliferation to reducing the contributions of extractive industries to violence and conflict. They are even less able to explain why contemporary governance schemes involve the various actors and take the many forms they do. Juxtaposing the insights of scholars writing about new modes of governance with the logic of network theory, The New Power Politics offers a framework for understanding contemporary security governance and its variation. The framework rests on a fresh view of power and how it works in global politics. Though power is integral to governance, it is something that emerges from, and depends on, relationships. Thus, power is dynamic; it is something that governors must continually cultivate with a wide range of consequential global players, and how a governor uses power in one situation can have consequences for her future relationships, and thus, future power. Understanding this new power politics is crucial for explaining and shaping the future of global security politics. This stellar group of scholars analyzes both the networking strategies of would-be governors and their impacts on the effectiveness of governance and whether it reflects broad or narrow concerns on a wide range of contemporary governance issues.

This book investigates issues pertaining to the US and EU agendas in Africa since the dawn of the new century. It discusses how the African continent has featured within the US and EU foreign policy agendas, by looking at ensuing gaps between a rhetoric that claimed to have put Africa within the high politics agenda and the reality. The case studies analyse the reasons for the very different acknowledgements of USAFRICOM and JAES P&S, even though both policies state to aim the same: support Africa in tackling its own security concerns. The book concludes with a deliberation on which of the two outlooks seems to offer an appropriate approach to the context and which offers pragmatic solutions.

The United Nations Arms Trade Treaty became binding international law in late 2014, and although the text of the treaty is a relatively concise framework for assessing whether to authorize or deny proposed conventional weapons transfers by States Parties, there exists controversy as to the meaning of certain key provisions. Furthermore, the treaty requires a national regulatory body to authorize proposed transfers of conventional weapons covered by the treaty, but does not detail how such a body should be established and how it should effectively function. The Arms Trade Treaty: A Commentary explains in detail each of the treaty provisions, the parameters for prohibitions or the denial of transfers, international cooperation and assistance, and implementation obligations and mechanisms. As states ratify and implement the Treaty over the next few years, the commentary provides invaluable guidance to government officials, commentators, and scholars on the meaning of its contentious provisions. This volume describes in detail which weapons are covered by the treaty and explains the different forms of transfer that the Arms Trade Treaty regulates.
