"Musicologist Pauline Fairclough explores the evolving role of music in shaping the cultural identity of the Soviet Union in a revelatory work that counters certain hitherto accepted views of an unbending, unchanging state policy of repression, censorship, and dissonance that existed in all areas of Soviet artistic endeavor. It is now almost 25 years since the fall of the Berlin Wall, the fragmentation of the Soviet Union into a series of republics and the rejection of communist politics in much of the former Eastern Bloc. Seen by many as a victory for the capitalist West over the communist East, the geopolitics of this period was far more complicated than this. Across a series of essays and artist contributions, Red Africa explores the crosscurrents of international solidarity and friendship. The aesthetic experience of the works and the exhibition is also an invitation for the visitor to explore what Leila Ghandi and others have described as a politics of “affective community”. Red Africa is the culmination of a two-year research programme and exhibition project at Calvert 22 (London, UK) and Iwalewahaus (Bayreuth, Germany). This traced the work of African artists and filmmakers who studied in the Soviet Union and Eastern Bloc under free education schemes originally offered under the Third International , discontinued during Stalin’s reign then brought back during Khruschev’s ‘thaw’. Connections were particularly strong with countries such as Mozambique, Ghana, Ethiopia and Angola that were conducting liberation struggles or which, post-independence, were part of the Non-Aligned Movement which held its first Summit conference in Belgrade in 1961. Red Africa is beautifully illustrated with film stills, artworks and archival images drawing on the extensive research of the contributing artists, researchers and curators. A major challenge facing the Republic of Buryatia, subject of the Russian Federation, is how to balance the task of protecting Lake Baikal – a unique water object and ecological system included in the UNESCO list of World Natural Heritage Areas – with the need for dynamic and sustainable socio-economic development of the republic. This requires streamlining and improving water policy jointly with economic, administrative, information and other policy instruments. The recommendations in this report aim to help achieve this objective. They include the introduction of abstraction charges for irrigation water as a natural resource; enhancement of state support to the water sector; and improvement of economic instruments for managing risks of water-related hazards (such as compulsory insurance and differentiated land tax rates in flood prone areas). A few innovative instruments are also recommended for pilot testing such as establishing limits for discharges of certain hazardous substances in a pilot area (e.g. Selenga river basin) and progressive development of market for tradable quotas for discharges of the “capped” pollutants; and introducing a charge (tax) on toxic agricultural chemicals (pesticides, herbicides, etc.) and synthetic detergents so that to create incentives for the reduction of diffuse water pollution.

Welche ordnungsökonomischen Kräfte sind in besonderem Maße geeignet, den Transformationsprozeß von einer Zentralverwaltungswirtschaft zu einer marktwirtschaftlichen Wettbewerbsordnung voranzutreiben?Diese Frage ist Gegenstand der vorliegenden Studie. Im ersten Teil wird die Bedeutung der Wettbewerbstheorie für die Transformationsgestaltung herausgearbeitet, wobei sich das prozeßtheoretisch-evolutorische Verständnis von Wettbewerb als grundlegend erweist, wenn es darum geht, Spielräume für den schöpferischen Menschen, für produktive Lernprozesse und für die Nutzung von Innovations- und Wachstumschancen zu gewinnen.Der zweite Teil befasst sich mit einer weiteren wichtigen Triebkraft, der Einbindung der Transformationsländer in die weltwirtschaftliche Arbeitsteilung. Die hierzu aus ordnungsökonomischer Sicht unterschiedenen drei Regelebenen der weltwirtschaftlichen Integration dienen als Ansatzpunkte, um die Bedeutung des Systemwissens, der Auslandsverschuldung sowie der internationalen Währungs- und Handelsordnung für Verlauf und Erfolg des Transformationsprozesses zu beurteilen.
