Nous avons voulu, grâce à ce mémoire, comprendre les dynamiques spatiales, économiques et sociales d'une ville minière située au Pérou. En effet, le Pérou est un pays où l'exploitation minière est en constante augmentation. Au travers de la ville de La Oroya, nous avons tenté d'analyser ce qu'était une ville minière. Celle-ci est située dans la Cordillère centrale du Pérou dans la région de Junin dans la province de Yauli et s'est construite autour d'un complexe métallurgique depuis 1922. Elle compte parmi les dix villes les plus polluées au monde avec des gaz toxiques chargés de plombs, de cadium, d'arsenic, de souffre... dus à son indutrie, et la population y vit dans une grande pauvreté et avec de nombreux problèmes de santé en raison de la pollution. Les nécessités de cette ville et celles de son industrie sont arrivées à une impasse. L'analyse est faite majoritairement à partir de cartes et de plans permettant de discerner les problèmes et potentialités de cette ville par le dessin urbain mais aussi au travers de la vie urbaine et des habitants de La Oroya. Nous avons donc étudié la morphologie de la ville, les relations entre la ville et le territoire péruvien, entre la mine et la ville, la vie urbaine, les potentialités existantes, les différents acteurs entrants en jeu... puis proposé une esquisse d'une stratégie de dessin urbain qui répondrait à cette analyse urbaine.

"Habiter le monde", comment l’homme s’approprie l’espace pour vivre en sécurité, en société et surtout, en harmonie avec son environnement.Dans ce volume 3 : En Papouasie, au coeur d'une immense forêt vierge, les Korowaï habitent dans des maisons construites en haut des arbres, s'appuyant sur un savoir-faire transmis de père en fils. Le 2nd film présente des maisons flottantes dans le quartier d'Ijburg à Amsterdam. Le 3ème film présente Iquitos au Pérou, perdue dans la forêt amazonienne, une des plus grande ville du monde à ne pas bénéficier du moindre accès routier. Le dernier film nous amène dans le Nord-Est de l'Inde. Varanasi, appelée aussi Bénarès, attire près d'un million de pèlerins par an. Cette ville située sur le Gange est l'une des plus anciennes au monde.

This book offers a new theoretical framework for understanding the mediator role played by constitutional courts in democratic conflict solving. The book proposes an informational theory of constitutional review in which constitutional courts obtain, process, and transmit information to parties in a way that reduces the uncertainty causing their conflict. The substantive focus of the book is the role of constitutional courts in democracies where the armed forces are fighting internal armed conflicts of different types: Colombia, Peru, and Mexico in Latin America and also Israel, Turkey, and Pakistan. Through detailed analyses of the political context, civil-military relations, and the constitutional jurisprudence on military autonomy and the regulation of the use of force the book shows that constitutional courts can be instrumental in striking a democratically accepted balance between the exercise of civilian authority and the legitimate needs of the military in its pursuit of order and national security.

The author scrutinizes the claim of policy-makers and experts that legal recognition of local water rights would reduce water conflict and increase water security and equality for peasant and indigenous water users. She analyzes two distinct 'top-down' and 'bottom-up' formalization policies in Peru and Bolivia - neoliberal the former, indigenist-socialist the latter. The policies have intended and unintended consequences and impact on marginalized peasants and the complex inter-legal systems for providing water security on the ground. This study seeks to debunk the official myth of the need to create state-centric, top-down legal security in complex, pluralistic water realities. The engagement between formal and alternative 'water securities' and controversial notions of 'rightness' is interwoven and contested; a complex setting is unveiled that forbids one-size-fits-all solutions. Peru's and Bolivia's case studies demonstrate how formalization policies, while aiming to enhance inclusion, in practice actually reinforce exclusion of the marginalized. Water rights formalization is certainly no panacea.
