Abstract

La création de l’Office national interprofessionnel du blé (ONIB) par le gouvernement du Front populaire à l’été 1936 est l’accomplissement d’un élément du programme socialiste, mais il est surtout une réponse à la grave crise du marché du blé qui frappe le pays. Cette crise agricole de surproduction à l’échelle mondiale entraîne en France, malgré la mobilisation parlementaire, des réponses politiques longtemps tâtonnantes, qui ne parviennent pas à lutter contre les fraudes et les scandales provoqués par la spéculation. Ainsi la loi sur le prix minimum de l’été 1933 est un échec tant les intérêts des producteurs, des consommateurs et des différents intermédiaires sont en contradiction. La création de l’ONIB est difficile et témoigne aussi de ces oppositions. L’Office est modifié dans son fonctionnement dès 1938 pour faire face aux enjeux financiers. Transformé en Office national interprofessionnel des céréales (ONIC), l’Office est maintenu sous l’Occupation puis à la Libération pour faire face aux difficultés du ravitaillement. Fondée sur des archives diverses et méconnues, cette étude se veut une illustration de l’entremêlement de l’histoire économique et de l’histoire sociale avec l’histoire politique. Elle permet aussi de revenir aux sources des mécanismes de régulation des marchés agricoles qui ont été très influents dans la seconde moitié du XXe siècle et en particulier pour la politique agricole commune (PAC).

Abstract

Surveying government and crowd responses ranging from the late Middle Ages through to the early modern era, Buchanan Sharp's illuminating study examines how the English government responded to one of the most intractable problems of the period: famine and scarcity. The book provides a comprehensive account of famine relief in the late Middle Ages and evaluates the extent to which traditional market regulations enforced by thirteenth-century kings helped shape future responses to famine and scarcity in the sixteenth century. Analysing some of the oldest surviving archival evidence of public response to famine, Sharp reveals that food riots in England occurred as early as 1347, almost two centuries earlier than was previously thought. Charting the policies, public reactions and royal regulations to grain shortage, Sharp provides a fascinating contribution to our understanding of the social, economic, cultural and political make-up of medieval and early modern England.

Abstract

Rice has become one of Nigeria's leading food staples. And rice consumption has outpaced production, making Nigeria the world's leading importer of rice. As a result, reducing import dependence is now a major goal of Nigerian policymakers. In The Nigerian Rice Economy the authors assess three options for reducing this dependency—tariffs and other trade policies; increasing domestic rice production; and improving post-harvest rice processing and marketing—and identify improved production and postharvest activities as the most promising. These options, however, will require substantially increased public investments in a variety of areas, including research and development, basic infrastructure (for example, irrigation, feeder roads, and electricity), and rice milling technologies. The analysis, methods used, and recommendations provided in The Nigerian Rice Economy will be equally valuable to a broad range of readers including researchers, development specialists, students, and others concerned with applications of food policy analysis and economic development more broadly in Nigeria and elsewhere in Africa south of the Sahara. A Geography of Digestion is a highly original exploration of the legacy of the Kellogg Company, one of America's most enduring and storied food enterprises. In the late nineteenth century, company founder John H. Kellogg was experimenting with state-of-the-art advances in nutritional and medical science at his Battle Creek Sanitarium. Believing that good health depended on digesting the right foods in the right way, Kellogg thought that proper digestion could not happen without improved technologies, including innovations in food-processing machinery, urban sewer infrastructure, and agricultural production that changed the way Americans consumed and assimilated food. Asking his readers to think about mapping the processes and locations of digestion, Nicholas Bauch moves outward from the stomach to the sanitarium and through the landscape, clarifying the relationship between food, body, and environment at a crucial moment in the emergence of American health food sensibilities.
