This report assesses the magnitude, flows and drivers of illicit trade and the illegal economy including: narcotics, human trafficking, wildlife, sports betting, counterfeit medicines, alcohol and tobacco. The negative socio-economic impacts that these markets have in consumer countries are as worrisome as the goverance gaps that are exploited in source countries. This report examines each illicit sector in terms of the geographic sources, destinations and key trade routes, the current trend of infiltration by organized crime networks, and good practices or future policy solutions with which to combat illicit trade within the various sectors.

"Wenn Sie Ihre Wirtschaft auf Vordermann gebracht haben, dann kann man die Mauer wieder aufmachen", erklärte Nikita S. Chruschtschow gegenüber Walter Ulbricht am 26. Februar 1962. Der Mauerbau war letztlich auch eine Absage an den bis dahin offen ausgetragenen Wettstreit zwischen Ost und West über das bessere Wirtschaftssystem. Der Magnettheorie Kurt Schumachers und Konrad Adenauers hatte Otto Grotewohl eine ostdeutsche Variante entgegengesetzt, die von der Überlegenheit der Planwirtschaft in der DDR gegenüber der sozialen Marktwirtschaft in der Bundesrepublik ausging. Doch das auf dem V. Parteitag der SED proklamierte Ziel, die Bundesrepublik konsumpolitisch einzuholen, scheiterte – obwohl sich die Sowjetunion unter Chruschtschow sehr darum bemüht hatte, die DDR zum "Schaufenster" des Sozialismus herauszuputzen. Die wechselvolle und spannungsreiche Geschichte der ostdeutsch-sowjetischen Wirtschaftsbeziehungen in den 1950er und 1960er Jahren wird hier erstmals durch zentrale Dokumente aus Moskauer Archiven anschaulich gemacht. "In the early 19th century, the only way to transmit information was to send letters across the oceans by sailing ships or across land by horse and coach. Growing world trade created a need and technological development introduced options to improve general information transmission. Starting in the 1830s, a network of steamships, railways, canals and telegraphs was gradually built to connect different parts of the world. The book explains how the rate of information circulation increased many times over as mail systems were developed. Nevertheless, regional differences were huge. While improvements on the most significant trade routes between Europe, the Americas and East India were considered crucial, distant places such as California or Australia had to wait for gold fever to become important enough for regular communications. The growth of passenger services, especially for emigrants, was a major factor increasing the number of mail sailings. The study covers the period from the Napoleonic wars to the foundation of the Universal Postal Union (UPU) and includes the development of overseas business information transmission from the days of sailing ships to steamers and the telegraph."
